Project Officer - GBV Prevention

A. Responsibilities

▪ Supporting the project management using GIZ’s management model “Capacity Works”

▪ Supporting and facilitating project implementation and associated activities at all levels

▪ Coordinating with partner organizations (NCLW, etc.) and others; and local short-term experts and consultants

▪ Advises the project and its partners in technical issues related to gender, gender based violence against women and girls in Lebanon, advocacy, networks etc. in coordination with the project management

▪ Keeps oversight and follows up on the implementation through partners, maintains very good working relationships/contacts with all project partners and relevant stakeholders (e.g. ministries, civil society, media) in coordination with the project management

▪ Monitoring the projects progress according to GIZ rules and regulations

▪ Assumes responsibility for project areas as to be defined with the project management

▪ Supporting internal and external communication of the project

 

The Project officer performs the following tasks:
B. Tasks


1. Supports the program management using GIZ´s management model “Capacity Works”
▪ Supports in developing and updating management tools, strategies and concepts such as actors mapping, capacity development matrix, operational plan, amongst others.
▪ Supports in developing and designing concepts for new projects components if required


2. Supports and facilitates project implementation and associated activities at all levels
▪ Assumes responsibilities for activities as defined above under section A
▪ Advises project management and project partners in technical issues related to gender and gender-based violence
▪ Advises project management and project partners in technical issues related to awareness raising, prevention and response to gender-based violence
▪ Attends and reports on national events (seminars, workshops, conferences) related to the project and the partner activities


3. Advising the partner institution(s)
▪ Advising and contributing to the development and implementation of project framework, plans and activities in close consultation with partners
▪ Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project area of activity
▪ In coordination with the project manager, advises partner institutions on identifying needs, developing concepts and strategies, and provides technical input
▪ Participates in identifying needs for external support and advice, works on policy recommendations and a strategic approach
▪ Drafts terms of reference and supports the selection and supervision of third parties e.g. consultants) in the course of carrying out project activities, including performance evaluation
▪ Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
▪ Monitors project progress, identifies bottlenecks and recommends alternative management options to the project manager


4. Networking and cooperation
▪ Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, governmental and non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
▪ Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project
▪ Represents the project at relevant meetings, workshops and conferences, as required


5. Knowledge management
▪ Compiles information on the project and its context and ensures knowledge transfer
▪ Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
▪ Draws up reports and presentation documents
▪ Prepares appropriate input for various project reports including annual reports, and contributes to other reports required by the project manager, GIZ Head Office, GIZ Country Office, BMZ or German Embassy
▪ Assists with research activities and studies on political issues


6. Coordination tasks
▪ Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
▪ Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
▪ Compiles the relevant information for joint activities and assignments


7. Other duties/additional tasks
The project officer performs other duties and tasks at the request of management.
C. Required qualifications, competences and experience
Qualifications
▪ Masters/MSc in an area that is related to the project objectives, with proven expertise in the field of Gender Based Violence prevention
Professional experience


▪ 5-6 years professional experience in coordinating projects implementation related to gender or gender based violence
▪ Sound knowledge of gender mainstreaming strategies and women’s and human rights
▪ Professional experience in the area of preventing gender-based violence against women and girls
▪ Proven record of professional advisory services to State and civil society actors in Lebanon on senior level
▪ Experience cooperating with international organizations/agencies


Other knowledge, additional competences
▪ Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office, MS teams)
▪ Excellent written and oral knowledge in English and Arabic
▪ Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
