  1. Required qualifications, competences and experience

Qualifications

 

  • University qualification (MA/MSc) in at least one of the fields of sociology, social sciences, business development or economics

 

Professional experience

  • at least 5 years’ professional experience, expertise in private sector engagement preferably with a focus in the agri-food sector 
  • Several years of experience in conflict-sensitive programming, preferably in Lebanon or the region
  • Experience in managing contracts and financial agreements
  • Experience in introducing Gender Mainstreaming aspects in project activities
  • Experience in facilitating capacity development on gender equality and gender mainstreaming
  • Experience in implementing circular economy approaches is an advantage

 

Other knowledge, additional competences

  • fluent written and oral knowledge of English and Arabic
  • very good knowledge of the Lebanese context, especially in the agricultural business environment
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

 

  1. Responsibilities

The Advisor is responsible for:

  • Planning, development and implementation of activities for private sector engagement in the sector of agriculture and promoting circular economy approaches in Lebanon
  • Designing and backstopping of Grant Agreements in close coordination with Finance and M&E department
  • Promoting and strengthening the inclusion and mainstreaming of gender issues in all aspects of the project

 

The professional advisor performs the following tasks:

The advisor

  • monitors the development and implementation of project/programme plans and activities in close consultation with partners and project team
  • advises on strategic development of the project in the field of private sector engagement
  • develops and implements capacity building measures to partners regarding gender mainstreaming
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives

 

  1. Networking and cooperation

The advisor

  • supports cooperation, regular contact and dialogue with partners, assists with communication and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme

 

  1. Knowledge management

The advisor

  • ensures knowledge transfer to project/programme information
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • supports data collection and drafting of reports in the relevant field of action
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the requests by the programme manager and GIZ Head Office

 

  1. Coordination tasks

The advisor

  • assists with project planning and develops project concepts within the component of MSME support and start-up funding
  • supports the design and planning of grants and assists in the management and implementation, monitoring and reporting
  • coordinates relevant project activities at the local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
  • develops capacity building measures and facilitate training to partners
  • coordinates capacity building efforts on gender mainstreaming at all staged of the project
  • develops action plan for Gender Mainstreaming strategy for the project
  • monitor and report on the implementation of the gender action plan
  • acts as focal point for gender within the project and for projects partners
  • provides professional feedback on project proposals and other technical products developed by the project’s partners

 

 

Project Description:

The situation in Lebanon is characterized by a structural economic and financial crisis and by the effects of the Covid 19 pandemic and the explosion in the port of Beirut in August 2020. The focus of the new Transitional Development Assistance project is to strengthen the socio-economic resilience of vulnerable groups in Bekaa and Mount Lebanon. This is done along three fields of action (1) strengthening agriculture, (2) promoting MSMEs and start-ups, and (3) promoting social cohesion at the local level
