Technical Advisor - Enhancing Learning Conditions at Public Schools

A. Required qualifications, competences and experience
Qualifications

  • Master Degree in Educational Science, Sociology, Social Work or other relevant degree

Professional experience

  • At least 5 years of professional work experience in relevant field in the region in a comparable position/with a similar work experience
  • Long-standing experience in designing and conducting trainings and capacity building measures on different levels and with multiple stakeholders, Training of Trainers
  • Experience in participatory planning, bringing together different partners in the education system
  • Good knowledge of public education sector and Lebanese education system, relevant stakeholders and procedures
  • Good knowledge of qualitative and quantitative research methods
  • Experience in planning and managing events and the implementation of extra-curricular activities
  • Experience in international cooperation and/or a good overview about the other stakeholders in the same field is desirable
  • Experience in working with ministries and governmental institutions (in the educational sector) is an asset

Other knowledge, additional competencies

  • Arabic native speaker, proficiency in English (written and spoken)
  • Excellent communication skills
  • Very good interpersonal skills and ability to interact with partners at various levels
  • Political and conflict sensitivity
  • Strong analytical skills
  • Strong team player and adaptable to working under pressure and handling multiple tasks
  • Good reporting skills
  • Proficiency in current office software applications

  • Ability and willingness to work with a multi-cultural team. Working language is English.

 

B. Responsibilities
The position holder will be responsible for:

  • Implementation of project activities for the improvement of conditions for a child-friendly school environment
  • Development and implementation of capacity building and training measures at school- and regional directorate-level
  • Close communication and coordination with the Ministry of Education and Higher Education (MEHE), regional administrative entities, school staff at Lebanese public schools and other relevant stakeholders in the field of education.

Tasks

1. Project implementation in the field of child friendly school environment:
The position holder

  • Reviewing and evaluating existing processes and strategies in the public education system in Lebanon
  • Modifying, developing and piloting innovative strategies, participatory planning processes and teaching material at school-, directorate- and ministry-level aiming at more child-friendly learning environments
  • Monitoring and implementing activities at school- and directorate-level with a strong focus on extracurricular activities and the fostering exchange between he public entities and the community
  • Coordinates activities implemented by partners and short-/long-term consultants
  • Prepares and uses operational plans (activities, time and costs) for activities related to the establishment/support of student clubs
  • Reviews assessment and monitoring tools, conducts school assessments
  • Supports procurement of goods and services
  • Conducts regular field trips to all project schools which are located mainly in North Lebanon, Bekaa and Mount Lebanon
  • Contributes to PR/external communication.

 

2. Capacity building

The position holder

  • Reviews existing decision making and planning processes of the partner Ministry
  • Develops innovative and needs-based training material in close coordination with relevant departments of MEHE
  • Prepares and conducts innovative training modules and joint work sessions with educational staff and other relevant stakeholders
  • Mutual planning of and piloting new school concepts hand-in-hand with MEHE
  • Prepares reports, documentation and presentation documents

 

3. Coordination with partners

The position holder

  • Communicates and coordinates closely with national and international partners and relevant stakeholders in the field of education
  • Reports regularly to the Ministry of Education and Higher Education (MEHE)
  • Translates English/Arabic (spoken and written)
  • Prepares documentation/minutes upon request                     

4.Other Duties/Additional Tasks
 
The position holder

  • Represents the interests and always acts on behalf of GIZ.
  • Conducts any other relevant tasks upon the request of direct superior / head of project.

 

Description of the project: GIZ-project ELCaps (Enhancing Learning Conditions at Public Schools) is commissioned by the German Ministry for Economic Cooperation and Development (BMZ) with improvement of school environment for Syrian refugee families and for Lebanese families in host communities.
Part of this project are rehabilitation works at appr. 18-20 selected public school buildings in North Lebanon, Mount Lebanon and Bekaa. ELCaps is leading and monitoring all steps from selecting schools for further rehabilitation works until over handing the rehabilitated schools back to the partner. Planning and supervision as well as the construction works are over handed to Lebanese consultants and companies.
The project cooperates closely with the Lebanese Ministry of Education and Higher Education (MEHE) which is the partner of the project.
