Technical Advisor – Facilitating Dialogue and Collaboration QUDRA SO5 in Lebanon       Required qualifications, competences and experience Qualifications   Master's degree in International Development, Political Sciences, Social Sciences or a related field. A graduate degree with substantive relevant experience could also be considered       Professional experience   Minimum of 5 years of experience in international development cooperation in the region   Experience in project management, stakeholder management in Lebanon Extensive experience in international cooperation and formats that foster innovation and learning Extensive experience with implementing refugee programs in the region. Priority will be given to those who have previous experience in coorimating/facilitating dialogue programmes abd applying participatory methodologies Significant experience on the evaluation, assessment of impacts, monitoring and management of projects in a (post)-conflict or transitional environment, ideally knowledge of GIZ procedures and instruments; Ability to plan, organize technical meetings, workshops, seminars or conferences that bring together numerous stakeholders, simultaneously and under pressure Ability to coordinate inputs from a wide variety of sources and synthesize those inputs into well-constructed reports and activities. Very good interpersonal and communication (empathy) skills and ability to interact with partners at various levels from Ministries to communities. Ability to work with a multi-cultural team           Other knowledge, additional competences   Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office) Native in Arabic, very advanced knowledge of English with proven record of reporting in English   High sensitivity and ability to interact with very diverse partners (n a highly sensitive and dynamic political environment; Proven ability to plan and organize own work, manage conflicting priorities and work under pressure;       Responsibilities   The position holder is responsible for the implementation, updating and operationalization of the operational plan of Module 5 “Facilitating Dialogue and Dissemenation” in Lebanon in coordination with the module team leader.   General project planning , implementation and monitoring of  Madad innovation labs[1]   The position holder is responsible to prepare and implement dialogue, learning formats and innovation activities in Lebanon Monitors and evaluates the development and implementation of the modules’ activities in close consultation with the module team leader and the other module 5 coordinators in all partner countries Coordinates and plans all MODULE 5 activities closely with MODULE 5 coordinators in partner countries and other module team leaders in Lebanon Introduces and implements innovative, experimental learning formats such as so called “Madad innovation labs” that enable the participants to strengthen collaboration and develop jointly new initiatives and ideas (prototypes)   Prepares appropriate input for various project/programme reports including annual reports, and contributes to other reports as required by the Module team leader and GIZ Head Office   Strictly applying a “Do-no-harm” approach in implementation of activities to avoid tension between host and refugee communities.       TasksStakeholder Management and Relationship building     Builds up trustful relations among partners and stakeholders to collaborate on vital issues and core questions that are relevant for the programme. Develops stakeholder engagement strategy and updates regularly stakeholder analysis Jointly collaborates with the other programme modules and elicits from them their top priority challenges and areas for potential development   Establishes close cooperation with political partner structures (partner ministries) and other implementing and funding partners.   Ensures cooperation, dialogue with partners; and cooperates with relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships Plans and implements activities i.e. conferences, workshops, roundtables  that support stakeholders and partners of the programme in exchanging know how, expertise and strengthen a collaboration on a national and regional level           Knowledge production and exchange       Plans, coordinates and follows up on exchange and collaboration activities concerning LEBANON such as Madad Labs and the online information7exchange platform of the programme Plans and implements all activities related to the Madad-Labs in Lebanon Develop different and diverse methods of documenting and sharing information to be used by the programme and by the stakeholders Develops and introduces tools and methods that foster innovation and the joint development of new initiatives between stakeholders and partners of the programme in LEBANON Compiles relevant information and results of the programme for the online platform   and develops content in a professional manner and ensures that results/achievements and     success stories of programme activities are presented on the online platform   Establishes partnerships and cooperation between national and German universities that jointly develop study papers on selected topics of the programme. Develops best practise manuals and guidelines for MODULE 5 activities in LEBANON       Other duties/additional tasks   Deputizing the Module Team Leader in times of absence Performs other duties and tasks at the request of management           Description of the Program: QUDRA – Strengthening Resilience for Syrian Refugees in Iraq, Lebanon, Lebanon and Turkey. The QUDRA program strengthens the resilience of host communities and refugees in the neighboring countries of Syria (Iraq, Lebanon, Lebanon, Turkey), is co-funded by the EU-MADAD Fund and implemented by a consortium of European partners with GIZ in the lead.   To achieve the objective to build the resilience of host communities, refugees and displaced persons, the programme offers its support through the following five modules: 1) improving school infrastructure and access to extracurricular activities (e.g. sports); 2) expanding and improving basic vocational skills; 3) strengthening social cohesion through community-based services; 4) building the capacities of the local administrations; 5) and promoting dialogue and exchange of knowledge and experience between refugees and host communities, with a focus on develop sustainable innovative solutions and initiatives.         Given the regional aspect of the programme, knowledge sharing, systematic learning, and smooth collaboration between stakeholders and partners are essential factors to guarantee the sustainable impact of the project. In fact, such a process enables the stakeholders to build on the know-how and experience of others in the region involved in the same field and to learn from past failures and successes.   Module 5 aims to provide opportunities for refugees, IDPs, and host community members to enter into a dialogue, exchange experiences and know-how, and learn from each other. This module links the other four modules of the programme and also connects its stakeholders and beneficiaries across the region and highlights the quality and added value of Qudra as a regional programme. Most importantly, Module 5 aims to provide opportunities to refugees, members of host communities, and IDPs to make their voices heard through various formats such as an Qudra online platform, P2P workshops, and Madad Innovation  Labs.       GIZ is looking to employ a qualified Project Coordinator for all measures related to overseeing research, conference and innovation labs aiming at the consolidation of knowledge, best practices, know how within the field of the crisis in Syria, education and social stability amongst all partners and stakeholders across the region in LEBANON under the QUDRA program, module 5 “Facilitating Dialogue and Dissemination”. Various constructive learning and innovation formats are being utilized for interactive knowledge sharing, information exchange and collaborative mutual learning for all the stakeholders in a participatory approach. This plays an essential role in developing strategies and possible measures for an appropriate response to the region’s refugee crisis. ‘Madad Innovation Labs’ and an online platform provide tools for such encounters: refugees and other stakeholders work together to identify key issues and, on this basis, to develop potential sustainable innovative solutions and initiatives.
