Technical Advisor on Identification of Employment Potentials and Employment Promotion

 

  1. Required qualifications, competences and experience

Qualifications

  • University degree in a relevant field of work (economics, social sciences, political science or equivalent)

Professional experience

  • A minimum of 7 years of experience of working in the field of employment promotion or related areas, e.g. MSME and private sector promotion, technical and vocational education and training (TVET)
  • Experience in advising ministries and subordinate authorities, e.g. Ministry of Social Affairs (MoSA), Ministry of Labour (MoL) or other relevant ministries on approaches designed to promote sustainable employment, especially for young adults and women
  • Knowledge of tools for labour market assessments
  • Knowledge of instruments of active labour market policy, incl. on the inclusion of young adults, women and people with disabilities in the labour market
  • A minimum of 3 years of experience in international development cooperation
  • Knowledge of private sector development strategies (incl. industrial policy, supply chains, clusters etc.
  • Knowledge and experience with tools for MSME and private sector promotion
  • Experience in planning and conducting organisational development and capacity development
  • Extensive experience in working with government officials and the private sector
  • Knowledge of and experience in project management
  • Ability to interact with policy makers and facilitate high-level meetings of experts, government officials, employers and representatives of the international community
  • Fluency in writing, reading and speaking in English and Arabic, Knowledge of German language will be an advantage
  • Strong communication and coordination skills

 

Other knowledge, additional competences

  • Detailed knowledge of national development policy issues, development cooperation and international cooperation
  • Social, intercultural understanding and interest, flexibility, ability to work in a team, sense of diplomacy, ability to work in a politically sensitive environment
  • Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a team
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
  • Willingness to up-skill as required by the tasks to be performed – corresponding measures will be agreed with management
  • Computer literacy (MS Windows: Word, Excel, PowerPoint, MS Teams and Internet)

 

  1. Responsibilities

The position holder is responsible for:

  • Coordination of activities in Output 1 “Employment potentials for young adults, women and people with disabilities are identified.”
  • Supporting in the coordination and implementation of activities in Output 2 “The Employability of young adults, women and people with disabilities is improved.”
  • Budgeting, operational planning, administration and controlling of the interventions in Output 1 and supporting budgeting, operational planning, administration and controlling of the interventions in Output 2
  • Ensuring the achievement of project objectives, proper monitoring and reporting of project outcomes against project indicators in the area of Output 1 and 2
  • Cooperation management in Output 2, establishment of partnerships and financial agreements with local partner organisations
  • Establishing synergies and ensuring good collaboration with other field of activities within the project, as well as with relevant projects under the GIZ umbrella and those of other donors.
  • Supporting the development of information and communication products
  • Contributing to innovation and knowledge management.

  • Support the officer responsible for the commission (AV) in the content-related implementation of the project, in particular in project management, internal project monitoring and reporting related to Output 1 (mainly in 2022) and successively also Output 2 (mainly 2023 and 2024)

  • Planning, preparation, implementation, monitoring and evaluation of project activities related to Output 1, including events. This includes, but is not limited, to activities in the field of:
  • Coordinate the implementation and review of labour market assessments regarding the identification of employment potentials in selected sectors.
  • Coordinate the implementation of assessment studies about the development potentials of selected economic sectors and subsectors, with special emphasis on the situation and perspectives of local MSMEs.
  • Coordinate the identification of support instruments to improve products and services of MSMEs in the selected economic sectors.
  • Based on the assessments, support the sector selection process, which should take into account potentials for both (formal) employment with decent working conditions and increased productivity, export and import substitution potentials of local MSMEs.
  • Initiate dialogue formats with NGOs, government and other donors on employment potentials for young adults and women.
  • Initiate dialogue formats with private sector organizations, government and other donors on economic development promotion for local MSME.

  • Planning, preparation, implementation, monitoring and evaluation of project activities related to Output 1 and 2, including events. This includes, but is not limited, to activities in the field of:
    • Identify and/or develop active labour market measures to assist young adults, women, and people with disabilities in transitioning to work and maintaining existing jobs.
    • Plan and implement short-term courses to prepare young adults, women and people with disabilities for entry into the labour market, e.g.: life skills, digital skills, entrepreneurial skills, (paid) internships and in-service training, including support for social security coverage.
    • Initiate and facilitate dialogue formats with Lebanese institutions and civil society actors to identify and disseminate effective inclusive approaches for employment promotion.
