Technical Advisor On Skills Development – So2 Lebanon

A.     Required qualifications, competences and experience Qualifications University Degree, Master in Social Science, Economics, Business Administration, Adult Education, Vocational Education or other relevant fields Professional experience and Sectoral Knowledge 7+ years of professional experience in planning and implementation of social and educational support systems with a technical background Advisory experience especially within the Lebanese adult education, skills development/vocational training sector, the labour market and/or Lebanese public institutions Expertise in preparation and implementation of workshops, seminars or similar events Good knowledge about the institutional setup within the education and skills development/vocational training sector in Lebanon, especially adult education or technical education Exceptional working experience with ministries in the education sector, other governmental organisations, international organisations and NGOs in Lebanon Experience of 3+ years working in a context of a strong M&E-System. Proven knowledge about Governmental institutions and organisations, international organisations and NGOs in Lebanon Proven knowledge about adult education, especially the skills development/vocational training sector and labour market in Lebanon   Other competences Ability to understand complex interactions between different stakeholders and sectors Awareness and knowledge about the situation of refugees and host communities in Lebanon and vulnerable persons / “do-no-harm” approach in implementation of activities to avoid tensions between host and refugee communities Skills and interest in the analysis of national education and vocational education policies and system development Very good working knowledge of ITC technologies (related software, phone, email, the internet and computer applications like MS Office) Native in Arabic, excellent knowledge of English, knowledge of the German language is an asset   B.    Major Responsibilities Establishing and maintaining contacts to local authorities and governmental institutions in the field of skills development Cooperating with a broad range of stakeholders Maintaining a good flow of communication and information between all involved institutions, counterparts and the GIZ QUDRA SO2 team Applying capacity development approaches for the target groups (vulnerable) youth and women, assure close work with communities, involved NGOs, local authorities and government representatives Assuring community participation and develop quality and cost effective interventions Drafting and planning operations and activities based on the actual program documents Elaborating terms of reference for consultant missions / consultancies Supporting program initiatives in cooperation with professional external advisory services assuring efficient service delivery Supervising achievements of results, indicators based on the program´s  monitoring system Developing and organizing quality assurance measures and suggest necessary changes, improvements and initiatives Serving the program´s  knowledge management system and other relating tasks Drafting and finalizing program documents, reports and provide advice to GIZ team and partners   C.     Tasks 1.     Advising the partner institution(s) initialises contacts and further cooperation systems to relevant public authorities, NGOs, other crucial organisations and stakeholders supports partner institutions and institutions representing labour market  issues in implementing their contributions within the framework respecting their mandates contributes to build up further cooperation with the private sector, governmental institutions, international agencies as well as NGOs   2.     Coordination and implementation tasks coordinates and implements skills trainings s planned by the GIZ QUDRA SO2 team and carried out by NGOs or other training providers designs, prepares and implements workshops, seminars and other events on issues connected with program activities implements program activities with own responsibility and in close coordination with the SO2 team and the team leader   3.     Networking and cooperation supports the SO2 team and team leader in analysing national policies and developments in the context of refugees in Lebanon and the effects of the refugee crisis on the host communities in the different regions and on a national level, as in regard to labour market and skills training measures and vocational training assists and advises the SO2 team and team leader in regard to the Lebanese sector of skills development /vocational training and labour market supports the SO2 team and team leader in building up close partnerships with NGOs and other stakeholders assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the program environment and with other projects to improve and maintain good working relationships communicates local interests and efforts, forwards and shares ideas and information for the benefit of the program   4.      Knowledge Management monitors the development and implementation of program plans and activities in close consultation with the SO2 team and team leader based on GIZ standards and the M&E-System established for QUDRA develops ready-to-use strategies, concepts and procedures develops training materials for SO2 partners and training providers assists with research activities and studies on sector issues which benefit joint programs provides monitoring reports about achievements in the operational plan and presents them to the program/to a broad public   Description of the Programme: QUDRA – Strengthening Resilience for Syrian Refugees in Iraq, Jordan, Lebanon and Turkey. The QUDRA programme strengthens the resilience of host communities and refugees in the neighbouring countries of Syria (Iraq, Jordan, Lebanon, and Turkey), is co-funded by EU-MADAD fund and implemented by a consortium of European partners with GIZ in the lead. It seeks to improve access to education, skills development, social cohesion and local administration capacities. Furthermore, it promotes national and regional dialogue on issues related to refugees and host communities.
