Call for Applications: Consultants (f/m/d) for Developing a Toolkit on Disinformation in Syria

  • Background

The project “Change the Playing Field – Resilient Against Disinformation” aims to empower Syrian CSOs and journalists to strengthen the resilience of media users against disinformation. The toolkit will serve as a central instrument for transferring knowledge and skills to secondary beneficiaries, especially youth and women, and will be published in Arabic.

To develop a toolkit that: Equips Syrian CSO workers and journalists with the knowledge and tools to identify, understand, and counter disinformation.

Is based on the findings of a comprehensive study on disinformation in Syria.

Includes practical, hands-on learning materials tailored to the Syrian context.

  • Scope of Work

Review the results, recommendations and findings of the interdisciplinary disinformation study conducted in the Syrian context.

Analyze and incorporate the outcomes of the presentation event, including key discussion points and feedback from Syrian civil society and media stakeholders.

Establish direct communication with the study team to ensure a coherent transfer of knowledge and alignment between the study’s findings and the toolkit’s content.

Design and structure the toolkit into two levels:

Level 1: For CSO workers with limited media experience.

Level 2: For journalists with a higher level of media literacy.

Ensure the toolkit functions as a practical guide and methodological resource, including: Core concepts of Media and Information Literacy (MIL).

Real-life examples and case studies from the Syrian context.

Interactive exercises, reflection tools, and practical applications.

Step-by-step guidance for trainers and multipliers to facilitate workshops or community based sessions.

Collaborate closely with DW Akademie’s project team and integrate feedback from Syrian stakeholders throughout the development process.

  • Deliverables

A complete toolkit in Arabic (digital format, ready for publication).

A short English summary of the toolkit’s structure and content.

Participation in at least two coordination meetings with DW Akademie.

  • Consultant Profile

DW Akademie is seeking two qualified individual consultants with the following profile:

Proven experience in developing educational or training materials, ideally in the field of media and information literacy (MIL), disinformation, or civic education.

In-depth knowledge of the Syrian media landscape and civil society, including familiarity with regional dynamics, actors, and challenges.

Fluency in Arabic (spoken and written), with a working knowledge of English.

Experience working in conflict-sensitive environments, with a strong understanding of digital safety and ethical considerations in fragile contexts.

Training experience and a background in journalism.

Strong communication and collaboration skills, with the ability to work independently and remotely as part of a distributed team.

Excellent organizational and documentation skills, including the ability to deliver highquality outputs within tight deadlines.

Desirable: Previous collaboration with DW Akademie or experience as a DW Akademie trainer, particularly in the MENA region.

The consultants are expected to:

Engage proactively with the interdisciplinary study team to ensure a coherent transfer of findings into the toolkit.

Incorporate the key discussion outcomes from the online presentation event into the toolkit’s content and structure.

Important:

Applications must be submitted individually. Joint applications or team submissions will not be considered. DW Akademie will select two individual consultants who will then collaborate on the development of the toolkit.

A short proposal outlining their approach to developing the toolkit.

CV(s) highlighting relevant experience. Examples of previous toolkits or training materials developed. Financial proposal (daily rate in EUR, inclusive of all taxes and fees).

In case the tenderer must pay VAT or sales tax in his country, the financial proposal listed price has to include these costs. The price schedule may not include German VAT because as part of Germany’s public law body Deutsche Welle, DW Akademie is obliged to settle all German taxes directly with the German revenue authorities.
