Background:
Deutsche Welthungerhilfe e. V. (WHH) is one of the largest non-governmental organizations in Germany and has been supporting humanitarian and development projects in Lebanon since 2016, in partnership with local NGOs. A local partner organization is planning to establish a TVET and Learning Center in Beirut and Welthungerhilfe is looking for a consultant who can conduct a feasibility study of such a Learning Center.
Purpose and scope of the feasibility study:
- Conducting an overview of what TVET activities other stakeholders (NGOs, UNRWA, and other organizations) are providing through formal and informal TVET centres in greater Beirut area.
- Defining the differences including advantages and disadvantages of having a formal accredited TVET center vs. an informal center. Can TVET centers operate without accreditation?
- Evaluating the advantages and challenges of a learning centre versus a TVET centre and elaborate which topics can be covered in which format.
- Conducting a research around the needed legal structure needed to establish a formal TVET center
- Reviewing what topics TVET Centers (Public or private) are covering in Greater Beirut area:
- Identifying the if there is demand for more TVET centres and the target beneficiaries interested in technical and vocational education and training.
- Based on the results of point 4: Locating the most suitable area within Greater Beirut area: considering accessibility for people arriving from outside Beirut, the space needed and the budget that should be allocated.
- Identifying options for financing the activities of the center: Develop a financing model: Reduced fees for students, Grants, private funding options.
- Selecting the TVET topics to cover in the center
- Choosing learning courses to provide in the center around the topic of NGO
Key deliverables:
- All deliverables shall be submitted to WHH as soft copy (unless otherwise noted below).
- Inception report within 1-3 days of engagement: maximum 3 pages
- Desk review
- Raw data: quantitative raw data and qualitative transcripts
- Validation meeting: 2-hour meeting, online, discussing the main findings of the draft report
- Draft feasibility study
- Final feasibility report
- Presentation of the results.
Expertise of the service provider:
To be considered for the services described herein the consultants must meet the following criteria:
- Education: Master’s degree in economic or social studies and expertise in business development and livelihood.
- Technical capacity: Livelihood activities in refugee camps or comparable setting, business development of enterprise support institutions, technical and vocational education and training, urban agriculture, organizational capacity assessment.
- Strong experience in developing feasibility and business studies.
- Minimum of 3 years of experience in development and/or humanitarian programmes implemented by international aid organizations.
- Proven experience in organizational learning and development of NGOs.
Language requirements:
Professional level written and spoken English and Arabic languages.
Assignment duration: 15 to 20 working days

The service is required starting end of June 2022
Fees
Interested bidders are asked to submit their daily rates - figures mentioned above are indicative but not binding
Contract
The contract will be signed with WHH's Country Office in Turkey
Remuneration:
The remuneration depends on the offer, experience, and our budget. WHH has internal fees-policies. Generally, WHH expects the service to be done in 15 to 20 days.
Payment: 20% on contract signature and 80% after approval of deliverables

This assignment is open to individual consultants with sound experience in fundraising and developing proposals for humanitarian projects.
Please submit a narrative proposal (= Technical offer) that includes: similar experience, methodology and work plan for the study: (maximum of 5 pages), and a financial proposal (quotation) indicating daily rates and total fee including VAT, along with a CV that indicates the experience and qualifications. Individuals and companies can apply.
The technical offer should include a brief description of the overall design and methodology of the feasibility study, brief description of the tools to be used, and a wok plan (maximum 5 pages including references). Methodology presented will be part of the selection criteria.
Financial offer: The financial part includes a proposed budget for the complete evaluation. It should state the fees per working day (daily rate plus the respective VAT, if applicable), the number of working days proposed and other costs. Proof of professional registration and taxation is also required (e.g. by providing the evaluator(s) tax number).
