Operations Officer / Project Officer (service contract)

The Project Officer reports to the Head of Project and assists him in setting up an official representation in Lebanon. At the same time the Project Officer supports the Head of Project in works related to the implementation of the project in cooperation with local partners. The Project Officer is aware of, understands and ensures compliance with all Welthungerhilfe’s policies and procedures, and represents Welthungerhilfe to relevant external stakeholders as necessary. The contract will be for one year with good chances of an extension. Starting date: October 2019. Service fees are paid on a monthly basis and are equivalent to SG 6 of WHH.

Main duties & Responsibilities

  • Assisting the Head of Project to set up a WHH representation from the scratch
  • Assisting the Head of Project to form a small coordination team from the scratch
  • Liaison with local and national authorities, and Lebanese partners
  • Organization of project related activities

Administration:

  • Setting up premises in Beirut and overseeing the maintenance and running of Welthungerhilfe’s premises in Beirut (offices, and residences).
  • Ensuring the leases for all premises are pro-actively managed.
  • Taking the lead on managing legal risks, ensuring compliance with relevant Lebanon law in contractual and taxation matters, liaising with the Welthungerhilfe lawyer on all legal matters.
  • Ensuring that all issues related to taxes and government authorizations (communications licenses, legal registration, project authorizations etc.) are managed proactively

Financial Management:

  • Work with the WHH Finance Department to ensure management of relevant support department costs.

Logistics

  • Ensuring that logistics systems including procurement, transportation, supplies are carried out in accordance with Welthungerhilfe and Donor procedures and policies
  • Ensuring efficient procurement of goods and services in a transparent and accountable manner.
  • Leading on tendering, contracting and national procurement. When necessary coordinate procurements together with Welthungerhilfe country office logistics department.
  • monitoring and approving together with the HoP partners’ procurements.
  • Communication & IT Systems Support

Transport

  • Ensuring cost effective transport for Welthungerhilfe
  • Assessing the transport requirements of the programme on a regular basis and developing appropriate solutions.

Human Resource Management

  • Assisting in setting up a team

Representation:

  •  Standing in for the Head of Project when necessary to represent Welthungerhilfe at relevant government, donor, UN or inter agency meetings.
  • With the Head Of Project, contributing to national-level NGO / UN coordination efforts to facilitate effective humanitarian intervention in the country.

Other:

  • Understanding and complying with all of Welthungerhilfe’s policies and procedures (finance, logistics, HR, PSEA policy, Code of Conduct, etc).
  • Undertaking other related duties as may reasonably be assigned by the Head of Project

Application Submission Guidelines

Applicants should submit a cover letter and CV in English and a copy of a university diploma to hr.lebanon@welthungerhilfe.de until 06/Oct/2019, at the latest. Applications in other languages will be automatically rejected.

CV must include information about education, professional experience and contact details (name, email, phone number) of three professional references, i.e. people closely familiar with the applicant’s character and qualifications and who can speak about them at length. Persons identified as references must have been interacting with the applicant on a regular basis for at least 6 months. Specifically, one of the three references must be a direct line manager/supervisor at a previous or current job, who was/is directly involved in the daily work of the applicant. Reference letters are appreciated.

A cover letter must include salary expectations, inform about the applicant’s citizenship, and indicate a date when the applicant is available to start working at WHH.

ESSENTIAL REQUIREMENTS
University degree in Business Administration, Human Resources, Supply chain management, International Development, International Relations and/or Political Science
Minimum of 2 years of job experience relevant to the function, in a comparable environment with non-governmental organizations
Excellent interpersonal skills
Prior experience in delivering tasks according to tight deadlines
Excellent organizational and planning skills. Strong problem solving and analytical skills.
Ability to work on own initiative.
Willingness to travel frequently to rural field locations
Knowledge of English written and spoken.
Computer literacy, particularly in Microsoft Office Programs such as Word and Excel as well accounting packages & other database competencies
Working knowledge of a range of donor rules and regulations, particularly BMZ and EU
