- TASKS DESCRIPTION
The Project Implementation Expert reports to the Head of Project and assists him in managing the representation in Lebanon. At the same time the Project Implementation Expert supports the Head of Project in works related to the implementation of the project in cooperation with local partners. The position holder is aware of, understands and ensures compliance with all Welthungerhilfe’s policies and procedures, and represents Welthungerhilfe to relevant external stakeholders as necessary. Starting date: Asap. Service fees are paid on a monthly basis.
- Main duties & Responsibilities
- Assisting the Head of Project to keep the WHH representation operational
- Assisting the Head of Project to coordinate the team
- Liaison with local and national authorities, and Lebanese partners
- Organization of project related activities
- Administration:
- Overseeing the maintenance and running of Welthungerhilfe’s premises in Beirut (offices, and residences).
- Ensuring the leases for all premises are pro-actively managed.
- Taking the lead on managing legal risks, ensuring compliance with relevant Lebanese laws in contractual and taxation matters, liaising with the Welthungerhilfe lawyer on all legal matters.
- Ensuring that all issues related to taxes and government authorizations (communications licenses, legal registration, project authorizations etc.) are managed proactively
- Overseeing and checking project-documentation and filing systems
- Financial Management:
- Working with the WHH Finance Department to ensure management of relevant support department costs.
- Logistics
- Ensuring that logistics systems including procurement, transportation, supplies are carried out in accordance with Welthungerhilfe and donor procedures and policies
- Ensuring efficient procurement of goods and services for the Beirut office in a transparent and accountable manner.
- Leading on tendering, contracting and national procurement. When necessary coordinate procurements together with Welthungerhilfe’s logistics department.
- monitoring and approving together with the HoP partner’s procurements.
- Communication systems & IT systems support
- Travel and Transport
- Ensuring cost effective transport for Welthungerhilfe
- Assessing the transport requirements of the programme on a regular basis and developing appropriate solutions.
- Assisting in organization of travels by team and visitors
- Human Resource Management
- Assisting in recruiting and coordinating team-members
- Representation:
- Liaising with national authorities, service providers and local partners
- Standing in for the Head of Project when necessary to represent Welthungerhilfe at relevant government, donor, UN or inter agency meetings.
- With the Head of Project, contributing to national-level NGO / UN coordination efforts to facilitate effective humanitarian intervention in the country.
- Other:
- Security: Compiling security related information from different sources and processing it to Welthungerhilfe’s security structures
- Understanding and complying with all of Welthungerhilfe’s policies and procedures (finance, logistics, HR, PSEA policy, Code of Conduct, etc).

- University degree in a related field (e.g. Business Administration, Human Resources, Supply chain management, International Development, International Relations, Political Science, Agriculture);
- Desirable 2 years of job experience relevant to the function, in a comparable environment with non-governmental organizations;
- Excellent interpersonal skills;
- Prior experience in delivering tasks according to tight deadlines;
- Good skills in anticipating problems and developing solutions;
- Excellent organizational and planning skills;
- Ability to work on own initiative;
- Ability to deal with administration and documentation;
- Willingness to travel frequently to rural field locations;
- Knowledge of English written and spoken;
- Computer literacy, particularly in Microsoft Office programs such as Word and Excel as well accounting packages & other database competencies;
DESIDERABLE REQUIREMENTS:
Working knowledge of a range of donor rules and regulations.
