Under WFP’s School Snacks 2021-2022 Programme, DCL is requested to distribute healthy snacks to the children registered in 34 schools in North Lebanon and Akkar. The requested types of snacks, including specifications, quantities, and months of distribution are analysed in Annex 2. List of schools are included in Annex 3.
Estimated number of children/snack bags per distribution day: 19,600 (based on last year’s data). The exact number of children/snack bags will be determined once the school registration process is completed.
- Delivery should take place early in the morning so that the snacks are available to be consumed during recess. The exact dates of distribution will be coordinated with DCL.
- Specifications for the food items are as follows:
- Apples: locally produced, red or yellow golden, whole, medium size, 160-190 grams each, washed, wrapped;
- Bananas: locally produced, whole, large size, 120-150 grams, wrapped (if not locally available, explanation of sources is required);
- Pears: locally produced, medium size, 160-190 grams, washed, wrapped;
- Carrots: locally produced, 2 medium carrots per serving, 110-140 grams in total, washed, wrapped;
- Peanuts: locally produced, 1 pack=30 grams, roasted, lightly salted (no peel, skin or shell); the pack should bear the sign “Not for sale”;
- Milk: locally produced, individual pack=125 ml, plain, whole fat, UHT sterilized; the pack should bear the sign “Not for sale”.
INSTRUCTIONS
All bidders should submit the following:
- One sealed envelope with the inscription: “RFQ 01-10/21 Do not open before: Friday, November 5, 2021, 5:30 PM”. No other inscription should be included in this envelope. Inside this envelope, there will be two smaller ones as follows:
- The first one will be titled as “Technical Proposal” and should be sealed and stamped. It should include:
- The RFQ form, fully and accurately filled in, signed, and stamped (Annex 1).
- The company’s portfolio and list of references, including name, phone number, and proof of the specific collaboration (signed and stamped).
- Copy of company registration – (Ministry of Justice) وزارة العدل تجارية تسجيل شركة شهادة (it should not be backdated more than 6 months).
- Copy of tax registration (Ministry of Finance) (وزارة المالية)شهادة تسجيل الشركة
- Copy of VAT registration (Ministry of Finance) (وزارة المالية) الضريبة على القيمة المضافة في تسجيل شهادة
- ISO 22000 certificate or equivalent health certification.

- Annex 2 (the prices of the food items per kg or per pack, plus the cost of packaging and transportation per snack bag) signed and stamped. All food items should be of excellent quality, Made in Lebanon, and they should comply with the National and International Food Quality and Safety Standards.
- The second one will be titled as “Financial Proposal” and should be sealed and stamped. It should include:
NOTE: All goods must be appropriately packed and suitable for road transportation and loading/unloading including rough handling to final destinations. The larger containers that will be used for transportation and storage in the schools should be easy to carry and have holes for ventilation.
- A sample snack bag containing all the requested items to be checked for compliance with the project’s requirements. The sample box should bear no mark or the bidder’s name. Name of bidder should be mentioned in a separate form placed inside the box.
Failure to submit any of the above or comply with the instructions will disqualify the offer. If one item cannot be submitted, the offer is rejected.
