Request for Quotes (RFQ) 30-08/25: Pest Control Services

Under WFP’s School Feeding Programme, DCL is looking to contract a service provider for pest control treatment and services for the following activities in North Lebanon and Akkar governorates:

  1. School Snacks
    • A total of 90 current school storage rooms (maximum size 20 m² each).
    • Potential addition of 16 school storage rooms.
    • Treatment required for pests.
    • Installation of bait stations for rodents only upon request.
  2. School Kitchens
    • A total of 2 Kitchen Schools and their associated storage rooms.
    • Potential addition of 3 Kitchen Schools and associated Storage Rooms
    • Each kitchen (20 m²) + each storage room (20 m²) maximum.
    • Treatment required, with bait station installation if needed.
  3. Community Kitchens
    • A total of 1 Central Kitchen and its associated storage room.
    • Potential addition of 2 Central Kitchen and associated Storage Rooms
    • Treatment required, with bait station installation if needed.
  4. Fortified Date Bars
    • A total of up to 35 storage rooms, to be treated in different intervals (final number to be confirmed, upon PO Issuance).
    • Potential addition of 20 school storage rooms
    • Treatment required, with bait stations if needed.

Interested suppliers are expected to start with the treatment service by the 15th of September.

SUPPLIER’S ROLE

The selected supplier should provide:

  • Pest Control Treatment.
  • Use of pesticides for rodents and crawling insects such as worms, ants, cockroaches. Pesticides should be food-storage and preparation area friendly (Certificate required).
  • Installation of Bait Stations.
  • Inspection of:
  • The storage room status, checking for any cracks or openings (like holes made as water outlets or other).
  • The status of the windows and doors, checking if they close properly and if there are any cracks that may allow insects or rodents to enter.
  • Humidity, ventilation, and sunlight levels, and the suitability for fresh food storage. If the humidity levels are high, then, a solution should be identified and, upon approval by DCL, should be implemented (potential cost will be discussed separately, on a per case basis).
  • Any potential risk related to the storage of food items.
  • Comprehensive report with comments on all the above points following the visits to the schools.
  • Acquire signature from location focal point on the completion of service using a signature sheet, and share with DCL following completion.

BIDDING INSTRUCTIONS

All bidders should submit the following:

1.      One sealed envelope with the inscription: “RFQ 30-08/25 Do not open before: Wednesday, September 12th, 2025. (Bids will remain sealed from receiving up to the opening). No other inscription should be included on this envelope. Inside this envelope, there will be two smaller ones as follows:

A. The first one will be titled as “Minimum Requirements” and should be sealed and stamped. It should include:

  1. The Annex A form, fully and accurately filled in, signed, and stamped (Annex A).
  2. The company’s portfolio and list of references, including name, phone number, and proof of the specific collaboration (signed and stamped).
  3. Certificate of Registration before the Register of Commerce (شهادة تسجيل الشركة في السجل التجاري)
  4. Company Commercial Circular (اذاعة تجارية)
  5. Certificate of registration before the Ministry of Finance (وزارة المالية) شهادة تسجيل الشركة في
  6. MSDS and TDS sheets of solutions to be used

B. The second one will be titled as “Financial Proposal” and should be sealed and stamped. It should include: Annex E signed and stamped.

Failure to submit all the above components or comply with the instructions will disqualify the offer.
