Under WFP’s School Snacks 2021-2022 Programme, DCL is requested to distribute two, 1-litre
sunflower oil bottles to each student in 34 schools in North Lebanon and Akkar.
-The distribution of the oil bottles is expected to begin mid-March.
REQUEST:
-As such, DCL wishes to procure the purchase of 22,000 (quantity subject to slight increase or
decrease) color-branded cloth bags. The dimensions of each bag should be approx. 40cm*35cm,
with a 30cm handle, and should be able to fit/carry two, 1-lt bottles. The design and the logos
that should be printed on the bags will be provided separately to the chosen supplier.
-The bags (fully printed) must be deliverable by mid-March so that they can be distributed to the
schools.

INSTRUCTIONS
All bidders should submit the following:
Tenders must be submitted in a sealed envelope:
1. One sealed envelope with the inscription: “RFQ 01-02/22 Do not open before: Monday,
February 28, 2022”. No other inscription should be included in this envelope. Inside this
envelope, there will be two smaller ones as follows:
a. The first one will be titled as “Technical Proposal” and should be sealed and stamped. It
should include:
i. The RFQ form, fully and accurately filled in, signed, and stamped (Annex 1).
ii. The company’s portfolio and list of references, including name, phone number, and
proof of the specific collaboration (signed and stamped).
iii. Copy of company registration – (Ministry of Justice) شهادة تسجيل شركة تجارية وزارة العدل
(it should not be backdated more than 6 months).
b. The second one will be titled as “Financial Proposal” and should be sealed and stamped.
It should include:
i. The financial proposal for the requested bags based on the specifications above and
the time needed for their delivery once the design and logos to be printed have been
provided.
2. A sample cloth bag.
Failure to submit any of the above or comply with the instructions will disqualify the offer. If
one item cannot be submitted, the offer is rejected.
ADDITIONAL CLARIFICATIONS
Price should be the best and final offer.
All prices should be stated in USD (fresh dollars).
Applicable VAT/Duty rates should be clearly stated.
Failure to deliver the bags by mid-March will lead to the cancellation of the contract.
