Procurement Manager

1. Background

Development, Culture, and Leadership (DCL) is a Lebanese non-governmental organization dedicated to empowering youth through education, while promoting sustainable development, cultural engagement, and leadership across various sectors. As a partner of the United Nations World Food Programme (WFP), DCL actively supports national efforts to enhance food security and development outcomes.

With expanding operations and donor commitments, DCL is seeking a qualified Procurement Manager to strengthen procurement systems, institutionalize best practices, and ensure full compliance with Lebanese laws, donor regulations, and organizational policies.

2. Scope of Work

The Procurement Manager will lead the development and oversight of DCL’s procurement systems, with a strong focus on compliance, transparency, and continuous improvement. While the Procurement Coordinator handles day-to-day procurement tasks, the Manager will provide strategic direction, ensure adherence to donor and national regulations, and supervise the coordinator’s work.

3. Key Responsibilities and Tasks
  • Develop and implement DCL’s Procurement Manual, ensuring alignment with donor regulations (e.g., WFP, UN agencies), Lebanese procurement law, and internal compliance/audit standards.
  • Ensure proper application of the manual across departments and provide staff training when required.
  • Conduct regular reviews of the manual to incorporate updates in regulatory, operational, or audit requirements.
  • Manage the procurement process, including:
    - Reviewing and verifying purchase requests.
    - Preparing and issuing RFQs/RFBs and collecting quotations.
    - Conducting bid openings, preparing evaluation matrices, and facilitating Procurement Committee meetings.
    - Drafting and issuing contracts and purchase orders.
    - Ensuring timely delivery, inspection, and quality control of goods and services.
  • Maintain accurate procurement records, documentation, and audit-ready files.
  • Develop and maintain a supplier database, monitor market prices, and support cost analysis.
  • Coordinate closely with program teams to ensure procurement activities meet project schedules.
  • Ensure accurate and timely procurement tracking via DCL’s ERP system and maintain a comprehensive procurement tracker.
  • Provide procurement reports and updates to senior management.
  • Supervise and support the Procurement Coordinator to ensure effective division of responsibilities.
  • Uphold ethical procurement practices and ensure compliance with DCL’s conflict of interest and anti-fraud policies.
4. Deliverables
  • Updated and approved Procurement Manual.
  • Monthly procurement activity reports and updated tracker.
  • Audit-ready procurement files and compliance reports.
  • Supplier database with price monitoring.
  • Capacity-building sessions for DCL staff.
  • Effective supervision and performance support for Procurement Coordinator.
5. Reporting Structure

The Procurement Manager reports directly to the Project Director and supervises the Procurement Coordinator. The role requires close collaboration with Finance and Program teams, and serves as the primary liaison with WFP procurement to ensure compliance with donor regulations and alignment of procurement activities.

6. Required Skills and Competencies

  • Bachelor’s degree in Business Administration, Logistics, Supply Chain, or a related field.
  • At least 5 years of progressively responsible experience in procurement, with minimum 2 years in a managerial or advisory role (NGO/UN/international experience preferred).
  •  CIPS – Chartered Institute of Procurement & Supply – minimum Level 3
  • Demonstrated experience in developing procurement manuals, SOPs, or institutional policies.
  • Familiarity with Lebanese procurement law and local supplier markets.
  • Proficiency in Arabic and English (spoken and written).
  • Strong skills in ERP systems, digital procurement platforms, and MS Office.
  • Excellent leadership, supervisory, and capacity-building skills.
  • High standards of integrity, transparency, and ethical conduct.

 

7. Performance Evaluation

Performance will be assessed against:

  • Quality and timely completion of Procurement Manual and related policies.
  • Compliance of procurement activities with donor regulations and internal standards.
  • Effective supervision and support of Procurement Coordinator.
  • Audit readiness of procurement files.
  • Feedback from internal stakeholders and partners.
