Job description:
- Handle all project activities and be the main contact point for the WFP and the DCL staff.
- Ensure project activities comply with the policies and regulations of the WFP and DCL.
- Plan the initial budget and the budget realignment, when necessary, in collaboration with the project assistant, the security and logistics manager and the operation officer.
- Follow up and authorize the expenses.
- Implement the action plan for the project and create all the business processes required.
- Responsible of the preparation and submission of the monthly reports, held and present the quarterly meetings and the end of year project’s reports.
- Hire, lead and motivate the project team.
- Ensures close collaboration and coordination with WFP to guarantee smooth implementation of activities and achievement of results as specified in the FLA agreements.
- Employ resourcefulness in project design, implementation and monitoring.
- Trouble shoots project problems. Identifies and implements creative solutions.
- Recruit necessary staff for vacant positions.
- Prepare contracts for the hired staffs in collaboration with the office admin.
- Prepare calls for bids for services and good suppliers in collaboration with the procurement coordinator.
- Coordinate closely with logistics, warehouse and operation officers for daily follow up of parcels received and distributed.
- Coach and mentor all DCL staff.
- Conduct monitoring visits to the sites.
- Set the protection policies and rules in collaboration with the protection coordinator.
- Daily follow up with field supervisors
- Daily reconciliation with WFP (list of beneficiaries who received parcels and discrepancies explanations and follow up).
- Submit daily, monthly and final reports.
- Create and update the schedule of distributions.
- Assign miscellaneous tasks for the staffs based on the needs of the project.
- Explore and test new processes and sites to optimize the distribution process.
- Report to the project director.
Skills and Qualifications
- Bachelor’s degree in a technical / humanitarian / social area of study.
- 6+ years of relevant experience.
- NGO experience.
- PMP certification is a plus.
- Demonstrated communication skills, including the ability to clearly communicate ideas.
- Proven leadership skills.
- People and results oriented.
- High humanitarian drive.
- Creativity.
- Ability to balance and prioritize multiple tasks and priorities.
- MS proficiency (Microsoft Word, Excel, Outlook, Access, etc.);
- Fluency in English is mandatory.
