I. About Developmental Action without Borders, Naba'a:

Developmental Action without Borders - Naba’a, is a Lebanese NGO operational since 2001. Registered under the Ministry of Interior (no. 104/AD), Naba’a is dedicated to serving all marginalized communities in Lebanon, especially children, without distinction of nationality, color, race, or religion. This includes communities within camps and gatherings in Lebanon, as well as local Lebanese communities.

II. Nabaa's Employment Screening and Protection Protocol:

Developmental Action without Borders, Naba’a, does not employ individuals who are married to children (persons under 18). Naba’a enforces a strict zero-tolerance policy regarding sexual exploitation and abuse, sexual harassment, abuse of authority, and discrimination. All prospective candidates must undergo thorough reference and background checks which will mainly verify employment history, professional performance, and adherence to the aforementioned policies. Furthermore, the selected candidates must provide a satisfactory Vulnerable Sector Screening or an equivalent criminal record check as a condition of employment.

Key Responsibilities of Field Officer

  1. Project Implementation
  • Implement project activities in line with the approved work plan, timelines, and objectives.
  • Ensure effective and smooth execution of field activities by adhering to project guidelines, tools, and methodologies.
  1. Field Coordination & Stakeholder Engagement
  • Conduct field coordination with Primary Health Care Centers in collaboration with the Project Coordinator to provide the needed support in developing the action plan
  • Conduct meetings with stakeholders and IDPs (Internally Displaced Persons) to support outreach and engagement
  • Provide the needed support to the community workers and volunteers to reach targets and implement planned activities
  1. Observation of Field Activities:
  • Observe and monitor the execution of field activities in terms of awareness sessions, and outreach, tracking means of verification and proper documentation.
  • Review the content of sessions to ensure their alignment with the work plan and materials agreed upon during training and preparatory sessions.
  • Plan for and Coordinate awareness campaigns related activities in terms field coordination and networking
  • Conduct regular field observation visits to monitor the quality of activities and resolve challenges addressed if any
  1. Data Management
  • Review and track data collected by the field team to ensure accuracy, completeness and consistency which supports reporting
  • Review the quality of collected and referred data and report any discrepancies promptly.
  • Ensure strict adherence to data protection and confidentiality standards.
  1. Reporting & Feedback
  • Identify and report field challenges, risks, and lessons learned to the Project Coordinator as addressed by the community workers or as observed during field visits
  • Provide regular feedback and field insights to support continuous project improvement.
  • Develop regular reports to include target, challenges and success stories and submit them to the project coordinator
  1. Coordination with PHCCs (Primary Health Care Centers)
  • Conduct proper and professional coordination with the PHCCs and municipalities on all levels to facilitate the execution of activities
  • Refer individuals with identified health conditions to appropriate PHCCs following established procedures.

5. Training and Meetings

  • Attend internal and external trainings, workshops, and meetings to enhance knowledge and skills relevant to project implementation.

6. Additional Responsibilities

  • Perform any other duties assigned by the supervisor, in line with the project’s objectives.

7. Commitment to Nabaa’s Policies

  • Comment and high adherence to Naba’a code of conduct and protection policies such as: PSEAH, Child Protection and Safeguarding, Complaint and Feedback Mechanisms and Anti-Corruption Policy

II. Minimum Qualifications

A. Academic Qualifications:

Bachelor’s degree in Public Health, or a related field.

B. Professional Qualifications:

Minimum of 3 years of experience in health, preferable humanitarian sector
