Purpose of the Evaluation
The purpose of the evaluation is to assess relevance, effectiveness, efficiency, and sustainability of the projects implemented by Diakonia partner NGOs and the work of Diakonia in Egypt during the last 3 years, in the context of a strategy that support and empower civil society and the implementation mechanisms used.
Audience and Intended Use
The audience of the evaluation report will be Diakonia Egypt Country Programme, Diakonia Middle East Regional Office, Diakonia Head Office in Sweden, the Egypt donor working group, and the respective implementing partners.
The finding of the evaluation will be used to:
Assist in the development of the new 3-year strategy plan for Diakonia Egypt.
Understand what essential elements are consistent with effective programs and what factors increased or constrained program resiliency;
Assess how support from Diakonia has contributed to achieving the objectives of each project implemented by our partners;
Identify lessons learned in terms of implementation and relationship with counterparts and stakeholders.
Objectives of the Evaluation
1. Understand what essential elements are consistent with effective programme and what factors increased or constrained programme resiliency; Identify lessons learned, best practices and challenges in terms of implementation and relationship with counterparts and stakeholders;
2. Assess the sustainability of the interventions and use the findings from this thematic end of programme evaluation to better inform Diakonia Egypt future programme in an area that will undoubtedly remain challenging and critically important.
Scope of the Evaluation
Diakonia is working in Egypt with 7 partners organizations located in Cairo and Minia areas. The evaluation will focus on the following:
To assess the programme theory of change and results framework, including indicators and recommend any adjustments to improve the coherence of the programme in general and the intervention logic in particular, insofar as possible, if necessary
To assess the extent to which the design, strategy, resources and implementation mechanisms are appropriate given the intervention logic and the extent to which the programme is likely to lead to the expected results expressed in the programme log frames
To review the monitoring and data collection system’s ability to capture results and make recommendations on how it can be improved
To assess the availability of the necessary information and data to track changes in indicators, including primary and secondary data and the likely ease and cost of access –including the willingness of gatekeepers to cooperate; timing and resources necessary to collect primary data, and suggest ways in which any gaps in information may be filled.
