1. Background
Diakonia’s job valuation method is based on “Analys Lönelots”, a method created by the Equal Opportunities Ombudsman in Sweden. It is a simple method for evaluating a job’s requirements in a systematic and gender-neutral way. It is a method for local use that provides knowledge of work content, admits participation and insight, and stimulates collaboration. The job valuation tool “Analys Lönelots” is a generic tool in Diakonia and it has been used at our head office and by several regional offices
Diakonia in the Middle East has already implemented the system in its Jerusalem Regional office and Palestine country office and now needs to extend this system to the other countries in the region starting with Lebanon. The starting point will be the existing job valuation and system for salary scales developed for the RO/CO office in Jerusalem, with an adjustment to the specific levels for salaries as appropriate to the specificity of each country. Therefore a salary mapping of five to ten similar and likeminded INGOs based in Lebanon is needed. The Diakonia country office in Lebanon has 4 staff members, with plans for expansion. We intend to hire a consultant in order to lead the job valuation process in Lebanon. This consultant will guide the Lebanon office and related staff at the RO to undergo this process and ultimately produce revised job descriptions that reflect the existing work of staff as well as a salary scale that is adapted and adjusted to Lebanon.
2. Purpose of consultancy
Diakonia is seeking to contract an experienced Human Resource Consultant/Company to assist us in the process of updating the job descriptions, to conduct a mapping of salary scales from 5 - 10 Beirut based INGOs, similar to Diakonia, for comparison of market rates based on position/job descriptions. The consultant shall also be available for further clarifications and support to the job evaluation team.
3. Scope
To introduce the questionnaire and the methodology of the valuation to the staff members in Lebanon
To discuss the discrepancy between the existing job description and the summary questionnaire with each staff member and suggest revision of the job description
To incorporate Diakonia’s Order of Delegation into job description proposals when applicable (Attached).
When possible and relevant, To compare job descriptions with other similar positions at the Diakonia office in Jerusalem and the generic job descriptions developed by Diakonia Africa and Asia
To validate the conclusions and suggestions for each staff member with his or her immediate superior
To assess the educational background and/or work experience needed for each position and include in the job description (using a template used in Jerusalem).
To collect salary schemes from 5 to 10 comparable International Development Organizations, based in Lebanon for market rate references. Initial suggestions from Diakonia are Save the Children, Norwegian Peoples Aid, Oxfam, Care, Kvinna till Kvinna,
Comparative analysis of present salaries with new salary ranges identified in accordance of salary mapping
Support the evaluation team based on the needs arising
Write a final report on the process including important findings
4. Methodology
Following reading the questionnaires filled out by the staff members, carry out the process of assessing if existing job descriptions are valid or if there is a need for revision/adjustments, after conducting interviews with each staff member to assess questionnaire and preparing revised job description and discuss it with the staff member and the Country Representative who will send final proposals to Regional Manager
Compare the job descriptions with the order of delegation and with similar positions at the regional/ country office in Jerusalem as well as with generic job descriptions elaborated in Diakonia Africa and Diakonia Asia
Conduct salary mapping of similar International Development Organizations in Lebanon, according to the process stated above
Make a comparative analysis of the current salaries as compared to the salary ranges concluded from the salary mapping exercise and recommend changes
Support the process in any way needed
Tender and Work plan
Diakonia shall receive a tender, including a methodology outline, work plan and budget, prepared by the consultant, based on these terms of reference. The length of the contract may not exceed a period of more than four (4) weeks
5. Deliverables and date of completion
A set of final job descriptions for all existing staff in Lebanon
A comparative analysis of salaries for staff in Lebanon: existing salaries and proposed adjustments (based on final job descriptions and results of salary mapping)
A final salary mapping report with a salary scale for Lebanon.
A final report of the whole process with findings.
Duration
The process is to be completed within a month
6. Form of payment
Diakonia will pay two 40% upon signature of contract and the balance upon the receipt and approval of all deliverables.
7. Confidentiality clause
The consultant should respect the confidential nature of all information acquired during this consultancy with Diakonia. Diakonia is the sole copyright owner of the products stemming from this consultancy
