Policy Briefs Consultancy

Diakonia is seeking to hire an experienced consultant to deliver 5 policy briefs related to Gender Based Violence and Protection Priorities for Palestinian Refugee from Syria (PRS).  1. Background Diakonia is a Swedish non-governmental development organization (NGO) whose mission is to contribute to changing political and societal structures that sustain injustice, poverty and exclusion in the world.  It supports civil society organizations In around 30 countries of Africa, Asia, Middle East and Latin America to implement projects and programmes that promote human rights, gender equality, democracy and participation, social and economic justice, and conflict resolution with justice. Diakonia also supports its national partners to undertake humanitarian work in countries where partners have capacities and resources to undertake humanitarian response and disaster risk reduction. (The number of so called “strategic humanitarian countries” within Diakonia is currently 12). 1. Objectives Overall objective of the consultancy To develop and produce 5 policy briefs in relation to the Combatting GBV among Syrian Refugee Women project in partnership with ABAAD, and Strengthening Palestinian Refugees from Syria (PRS) Women's Own Strategies for Protection in partnership with Association Najdeh.   Specific objectives Specifically, the consultant will: I. Advocate for the rights of Syrian refugee and Palestinian refugees from Syria especially women and youth and gender equality II. Produce policy briefs according to the below time frame and in line with project objectives III. Give stakeholders the opportunity to reflect on the policy briefs    2. Structure of Policy Brief Each policy brief is expected to be: - 3-4 pages - in Arabic - include a one-page summary in English with illustration for each policy brief - include illustrations (visually attractive and understandable by a non-specialist)   Policy Brief Outline: - Key Messages: 3-5 key points (in illustration) - Introduction and issues identified - Content (Body): addressing key messages - Numbered recommendations - Simple Figures and Diagrams (max 3) - Photographs and quotes - Key references   The consultant is expected to meet with partners and relevant stakeholders, at least three meetings per policy brief.  3. Contract Duration The contract will run over a period of 8 months (November 2016 – June 2016) based on the timeframe. Note that this position is not a fulltime position but rather based on the deliverables of the 5 policy briefs.  4. Time Frame Project 1 - 1 policy brief is due in December 2016, - 2 policy briefs are due in February 2017, - 1 policy brief is due in April 2017. - 1 policy brief is due in June 2017   Diakonia will have 3 working days to review and share final feedback and comments before receiving final draft.  5. Qualifications - High level of proficiency in Arabic and English - Proven experience in writing policy papers/policy briefs. - Facilitation experience - Experience in working with international organisations - Strong communication and writing skills - Understanding of and experience working with GBV and Protection priorities in the Lebanon context and Syrian refugee crisis - Flexibility and ability to work within a team, to travel in country and to work on site. - Attention to detail and ability to meet tight deadlines - Research and evaluation methods and data collection skills (desirable)
