JOB SUMMARY - PURPOSE
The position is responsible for management of the humanitarian programme in Lebanon, in line with the Diakonia Country Strategy for Lebanon. The job involves tasks such as resource mobilisation, implementation and evaluation of humanitarian programmes in Lebanon in particular, and grants management and handling of related projects.
DUTIES AND RESPONSIBILITIES
Planning and Resource mobilization
Keeping the Diakonia Lebanon Contingency Plan updated and relevant to the context.
Supporting the Country Manager in the implantation of the Contingency Plan.
Supporting the Country Manager in fundraising and partnership building related to humanitarian programmes.
Contributing in design and development of projects with partners in response to different funding appeals in line with international humanitarian standards and human rights based approach to programmes, as per the Diakonia Country Strategy for Lebanon, Diakonia PME requirements and financial and administrative rules.
Implementation
Ensuring that projects/programs have the necessary funds for full implementation and impact of programmes (e.g. involves proactive work vis-à-vis potential donors).
Ensuring analysis of goal fulfilment, using result based management and reporting against partners / projects log-frame, plans and budget.
Ensuring budget planning and monitoring according to back donors’ and partners’ agreements.
Ensuring implementation of capacity building plans, humanitarian advocacy and coordination of information in relevant national and regional forums.
Ensuring mainstreaming of gender equality, HIV/AIDS prevention and response, environmental - and conflict sensitivity in all the humanitarian projects and programmes.

Monitoring, Evaluation and Learning
Ensuring implementation, monitoring, evaluation and learning of projects and programmes, as per Diakonia PME requirements, including input to log frame on FixIT and reporting against Diakonia global objectives.
Producing regular reports on the implementation of activities or detailed reports upon demand of the Country-, Regional- or Head Office.
Performing field visit, and updating the project monitoring logs on FixIT.
Supporting and initiation in collaboration with SFAO financial reports and audits.
Extracting lessons learned and best practices from evaluations to feed the learning logs in FixIT.
Administration
Being responsible for grants - and project management in compliance with Diakonia finance and administrative handbook including procurement and anti-corruption guidelines and Fix-it requirement.
Approving payments to partners on FixIT.
Ensure management and archiving of supporting documents, including signed receipts and bank slips electronically (and hard copies when relevant).

• Master’s degree in social sciences (e.g. sociology, development studies, political science or other relevant field of study).
• Post graduate diploma; development courses in project Management and Monitoring and Evaluation; training in humanitarian standards. Knowledge of International Humanitarian Law (IHL) and International Human Rights Law (IHRL) is considered an asset.
