Design Monitoring and Evaluation Manager

Development and Implementation

1.  Create a detailed implementation plan, a framework and procedures for the monitoring and evaluation of project activities.
2.  Define and implement the key project performance indicators (KPI) as well as monitor them throughout the duration of each project.
3. Develop M&E tools, guidelines, as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals, data collection templates…)
4. Support all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
5. Support the operations field team in their role to collect and enter data from participants through registration database and surveys.  Undertake the routine field checking of the work of enumerators and other M&E-related field staff, supervise quality in the field and ensure data accuracy and completeness.
6. Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
7. Lead the design and development of a management information systems in coordination with a software company

 Reporting, Proposal Writing and Communications

1. Manage the M&E online database and ensure the data is accurate, updated and complete.
2. Develop the donors reports and ensure high quality reports are submitted on time for the program.
3. Support project/program staff on ways to properly document, organize and capture program progress with close coordination with the communications team
4. Propose strategies to increase data use and demand amongst Program staff.
5.  Lead the establishment of concept notes, proposals, log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation

Contribute to the development of program and operational reporting templates that facilitate the acquisition and aggregation of information in programs in order to meet identified information needs.
