M&E Officer (Syria)

The project aims to meet the humanitarian needs of conflict-affected populations and rapidly respond to acute crisis in South Syria. The project focuses on strengthening the ability of MoH to provide health service through the rehabilitation of four PHCs, training of MoH staffs and community health workers as well as of the provision and operationalization of a mobile maternal & child health unit through our local partner the Monastery of Saint James the Mutilated (MSJM).

The M&E Officer is part of the M&E team. S/He reports to the MEAL Manager. The nature of the position requires extensive presence in the field and occasional availability outside normal office hours.

Job description:

Result Area 1: Monitoring

  • Support the MEAL manager in the development of the monitoring plan for the project
  • Support development/adjustment of data gathering tools, including pre-testing
  • Implement the monitoring plan for the project
  • Data entry, analyse results of the monitoring activities and write monitoring reports

Result Area 2: Assessments & Evaluations

  • Provides input to and support assessments and evaluations
  • Proof read deliverables and provide feedback

Result Area 3: Capacity Building & Knowledge sharing

  • Provide training to project staff and local partner organization staff on how to use the data collection tools and regularly cross-check that data is collected as instructed
  • Monitor implementation by local partners and initiate capacity building support dependent on gaps
  • Initiate and engage in identifying and sharing of lessons learned

Education, Experience, Knowledge and Skills

  • BSc degree in social sciences, economics, statistics, or related field
  • Minimum of 3 years of experience in humanitarian aid, preferably in an international or large local non-governmental organization (NGO)
  • Preferably experience with monitoring and evaluation in the health sector
  • Developed quantitative and qualitative research, analysis and evaluation skills
  • Computer literacy and competency in use of Microsoft Office software
  • Experience with electronic data capture
  • Well-developed Excel skills
  • Fluent in Arabic and English in both speech and writing
  • Pro-active and hands-on attitude and ability to improvise
