Job description:
Result Area 1: Grant acquisition
- Develop grant acquisition strategy in line with the Country Strategic Plans for Syria and Lebanon programmes.
- Identify (local) funding opportunities and discuss opportunities with the management team
- Network with relevant (institutional) donors and coordinate visits to donors in coordination with the country director.
- Write grant proposals and/or support proposal writing processes. Grant proposals include log frames, activity plans, budgets and cash flow planning.
Result Area 2: Grant management and reporting
- Oversee the implementation of institutional donor funded projects according to the grant proposal, donor requirements, cluster standards and general humanitarian quality standards.
- Ensure and measure planned results are achieved and are of good quality.
- Ensure and support timely submission of quality reports according to donor guidelines.
- Check consistency and accuracy of reports of project staffs and partners.
Result Area 3: Representation and networking
- Representation of Dorcas in external meetings relevant for the Syria or Lebanon programs, especially UN, NGO coordination and donors’ meetings.
- Build and maintain a strong network (formal and informal) of relevant stakeholders for the Dorcas Syria/Lebanon program.
Result Area 4: Capacity Building & Knowledge sharing
- Capacity building of potential local partner organizations and project staffs in relevant topics.
- Collect, analyse and disseminate information regarding the conflict context, security, best practices and donor and government priorities to the country director
Scope and Accountability
- Partnership & Coordination Manager Syria/ Lebanon is part of the management team of the Syria/Lebanon field office and accountable to the Country Director.
- Partnership & Coordination Manager Syria/Lebanon can take decisions within the framework of the approved programs and consults the country director for approval of decisions outside this framework.
Knowledge and skills:
- Excellent command of English in both speech and writing;
- Basic command of Arabic in speech;
- Minimum of 5 years of experience in humanitarian aid, preferably in an international or large local non-governmental organization (INGO);
- Technical expertise and practical experience in humanitarian aid and grant management/acquisition;
- BSc or MA degree in humanitarian aid and/or rural development or related field.
- Strong knowledge of project cycle management;
- Strong knowledge of (institutional) donors and their requirements, like Dutch MoFA, EU and other donors;
- Communication skills both verbally and in writing;
- Extensive experience in proposal/report writing;
- Planning, monitoring and evaluation skills;
- Pro-active and hands-on attitude and ability to improvise;
- Knowledge of the UN cluster coordination system;
- Knowledge of cultural differences in working and negotiating;
- Adherence to the mission and vision of Dorcas.
