Call for Consultancy Service – Construction Quality Control Consultant

BACKGROUND

On June 30, 2020, USAID/Lebanon has awarded ECODIT LLC the Diverting Waste by Encouraging Reuse and Recycling (DAWERR) Activity (the Activity), a five-year project that will establish sustainable and replicable integrated solid waste diversion and valorization solutions in rural areas of Lebanon, leading to improved social and economic well-being for Lebanon’s population. The Activity aligns with USAID/Lebanon’s desire to introduce financially sustainable solutions that increase the reuse, recycling, and monetization of solid waste to reduce the amount of solid waste that goes into landfills. The Activity has the following three objectives:

  1. Build the capacity and commitment of municipalities to provide improved solid waste management (SWM) services either directly or indirectly.
  2. Empower communities to sort at the source and participate actively in various stages of the recycling value chains (RVCs); and
  3. Develop successful business models that create green economic opportunities and generate net incomes along the value chains.

The Activity’s period of performance is from August 1, 2020, to July 31, 2025.

 

DESCRIPTION OF SERVICES

ECODIT is engaging the Consultant to review and finalize the draft Construction Management Plan (CMP) prepared by DAWERR.  The period of performance (POP) for this consultancy is May 02, 2021, to May 15, 2021. The level of effort (LOE) over the POP is not-to-exceed 7 days. This SOW describes specific activities anticipated over this period. The Consultant shall conduct all activities and prepare deliverables under the technical direction of the Chief of Party (COP) or his designee.

Objectives

The main objectives of this assignment are to (1) Review and finalize the CMP; and (2) Support the DAWERR in developing a Quality Assurance/Quality Control (QAQC) protocol between DAWERR and Contractor.  

Scope of Work

The Consultant will be requested to:

  1. Conduct kickoff meeting with DAWERR team
  2. Conduct an internal workshop with the DAWERR team aimed primarily at developing a QA/QC protocol including but not limited to 1) QAQC plan; 2) Roles and Responsibilities; 3) QC procedures; 4) QA procedure and review, along with related templates
  3. Review and finalize the CMP sections already drafted by DAWERR
  4. Finalize the CMP document, including the QAQC section.

DAWERR will provide needed data to the consultant and give him/ her access to background project reports and relevant information and desk space if needed.

Deliverables

The consultant is expected to deliver the following:

  1. Annotations to the draft CMP, including the QA/QC protocol. Annotations include comments in comment boxes, changes in track changes, and documents (if any) inserted as objects in the CMP word document. DAWERR team will review the annotated CMP provided by the consultant and provide comments and feedback.
  2. A final CMP addressing the comments received from DAWERR on the annotated CMP prepared by the consultant.  

 

QUALIFICATIONS AND EXPERIENCE

The consultant must have the following experience and skills to be able to perform the tasks of the TOR:

  • Bachelor’s degree in Civil Engineering from an accredited university
  • Minimum of 8 to 10 years’ experience in quality assurance (QA)/quality control (QC) management and procedures
  • Certified and/or registered quality assurance auditor/assessor or other equivalent registrations is a plus
  • Extensive experience in developing and implementing CMPs and QA/QC protocol for construction activities.
  • Previous experience working on USAID-funded projects is a plus.
  • Excellent written and verbal communication skills in Arabic and English; French is a plus.
