Civil Engineer – Consultant (Majdel Baana, Baskinta, Batloun)

A.1 BACKGROUND:

On June 30, 2020, USAID/Lebanon awarded ECODIT the Diverting Waste by Encouraging Reuse and Recycling (DAWERR) Activity, a five-year project that will establish sustainable and replicable integrated solid waste diversion and valorization solutions in rural areas of Lebanon, leading to improved social and economic well-being for Lebanon’s population. The Activity aligns with USAID/Lebanon’s desire to introduce financially sustainable solutions that increase the reuse, recycling, and monetization of solid waste to reduce the amount of solid waste that goes into landfills. The Activity has the following three objectives:

  1. Build the capacity and commitment of municipalities to provide improved solid waste management (SWM) services either directly or indirectly;
  2. Empower communities to sort at the source and participate actively in various stages of the recycling value chains (RVCs); and
  3. Develop successful business models that create green economic opportunities and generate net incomes along the value chains.

 

The Activity’s period of performance is August 1, 2020, to July 31, 2025.

 

Starting in Year 1, DAWERR will develop sustainable composting value chains for organic waste and strengthen existing RVCs for recyclable materials in selected municipalities as SW diversion and valorization pilots (the “pilots”). Specifically, DAWERR will provide targeted technical, financial, and business support to seven rural municipalities, their communities, and partners to design, implement, and manage six pilots - See exhibit 1

A.2 DESCRIPTION OF SERVICES

ECODIT is engaging the Consultant to support the DAWERR team in the design, tendering and supervision of construction works, including earth works, and equipment installation for the DAWERR pilots in Jezzine, Batloun and Majdel Baana.

 

The period of performance (POP) for this assignment is September 06, 2021, to February 28, 2022. The level of effort (LOE) over the POP is not-to-exceed 58 days. This SOW describes specific activities anticipated over this period.

 

The Consultant shall conduct all activities and prepare deliverables under the technical direction of the DAWERR Chief of Party (COP) or his designee. The consultant also will liaise with DAWERR subcontractors Compost BALADI and ECODIT Liban and other USAID Implementing Partners as requested by the COP.

 

A.2.2 Activities

The Consultant will undertake several tasks, organized by phase as follows:

  1. Pre-design phase:
  1. Coordinate with DAWERR team to conduct site assessments of the locations proposed to host the pilots and assess the works needed to prepare the land for hosting the pilot and any other constraints or opportunities associated with each site
  2. Review and provide feedback on the preliminary engineering report, including conceptual design and preliminary cost estimates for the needed earthworks to host the composting technology and any other construction work and equipment procurement and installation needed.

 

  1. Design/Tendering phase:
  1. Undertake either 3.A or 3.B below, as directed by the DAWERR team:
    1. Tendering construction-only contracts: Develop tender documents for construction, including detailed design drawings, specifications, and BOQs for composting stations according to relevant codes.  Tender documents need to cover architectural, structural, and electro-mechanical works as relevant; OR
    2. Tendering design-build contracts: Prepare design-build tender documents.
  2. Assist DAWERR team in answering technical comments from USAID to get their clearance/approvals of the design and tender documents.
  3. Participate in the Bids evaluation process including preparation of clarifications to be requested from bidders, negotiations, and execution of the construction contracts (3.A) or design-build contracts (3.B).

 

  1. Implementation phase:
  1. Supervise construction works and equipment installation, plus design activities in the case of 3.B.
  2. Monitor and optimize health, safety, and any regulatory compliance requirements.
  3. Review and approve contractors’ submittals (e.g., shop drawings, calculations, test data, product samples, executed v/s initial BOQ, final inspections, warranties, etc.), assisting them to ensure that complete documentations are produced and submitted to the DAWERR team as required.
  4. Review and approve variation orders, if allowed, subject to DAWERR and potentially USAID approval.
  5. Conduct regular site visits (at least one site visit per week to each location), participate in meetings with the construction contractor, and provide recommendations or present alternative solutions to problems encountered.
  6. Review and approve requests for payment from the contractors, for final approval and processing by the DAWERR team.
  7. Prepare bi-weekly construction monitoring and progress reports.
  8. Assist DAWERR team in responding to comments from USAID on construction documents.

 

A.2.3 Deliverables:

The Consultant is expected to complete and submit the following deliverables:

  • Preliminary engineering report and cost estimate for the needed works to host the composting technology
  • Detailed design and tender documents for the construction works including equipment installation: execution drawings (Architectural – Structural – Mechanical – Electrical; in Autocad and PDF), specifications, BOQs.
  • Clarifications to be requested from bidders.
  • Bi-weekly monitoring report for the site visits.

*The Project Manager (i.e., the COP or his designee) and the Consultant will agree on a timeline for DAWERR to review the deliverables and the consultant to submit revised/final deliverables.

 

A.3 QUALIFICATIONS AND EXPERIENCE:

The consultant must have the following experience and skills to be able to perform the tasks of the TOR:

  • Bachelor’s degree in Civil Engineering.
  • Member of one of the two Orders of Engineers and Architects in Lebanon
  • Already has or can secure an acceptable professional liability insurance policy
  • Minimum of five (5) years’ work experience in project design and execution. (Concrete and steel structures)
  • Minimum of five (5) years’ experience in overseeing and monitoring projects. (Concrete and steel structures)
  • A minimum of three (3) years of engineering design and construction supervision experience with USAID-funded engineering / construction projects
  • Familiarity with design software, such as Autodesk, AutoCAD Civil 3D, and MicroStation.
  • Knowledge of map creation software and photo imaging software
  • Strong analytical and critical thinking skills, with a high level of accuracy in calculations and design
  • Excellent time management skills to ensure project deadlines are met
  • Ability to coordinate more than one project at a time
  • Ability to work in the office and travel on-location
  • Fluent in English and Arabic.
