Mechanical Engineer

A.1 BACKGROUND

On June 30, 2020, USAID/Lebanon has awarded ECODIT the Diverting Waste by Encouraging Reuse and Recycling (DAWERR) Activity, a five-year project that will establish sustainable and replicable integrated solid waste diversion and valorisation solutions in rural areas of Lebanon, leading to improved social and economic well-being for Lebanon’s population. The Activity aligns with USAID/Lebanon’s desire to introduce financially sustainable solutions that increase the reuse, recycling, and monetization of solid waste to reduce the amount of solid waste that goes into landfills. The Activity has the following three objectives:

  1. Build the capacity and commitment of municipalities to provide improved solid waste management (SWM) services either directly or indirectly.
  2. Empower communities to sort at the source and participate actively in various stages of the recycling value chains (RVCs); and
  3. Develop successful business models that create green economic opportunities and generate net incomes along the value chains.

The Activity’s period of performance is August 1, 2020, to July 31, 2025.

DAWERR is implemented by ECODIT and its local subcontractors including Compost Baladi, Berytech and ECODIT Liban.

To address the challenges and harness the opportunities in Lebanon’s SWM sector, and in line with the decentralization principle of the Integrated Solid Waste Management Law No. 80 (dated October 10, 2018), DAWERR started developing sustainable composting value chains for organic waste and strengthening existing RVCs for recyclable materials in seven selected pilot municipalities (the “pilots”)[1], including Jezzine, Rachaya El Wadi, Batloun, Qaraoun, Baskinta and Majdel Baana/Chanay, as solid waste diversion and valorization pilots (the “pilots”).  Specifically, DAWERR is providing targeted technical, financial, and business support to selected rural municipalities, their communities, and partners to design, implement, and manage the pilots. DAWERR is currently finalizing the plans to start implementing the six Solid Waste Management (SWM) interventions/projects including the construction of the pilot composting stations. 

Starting in Year 2 (this year), and building on lessons learned from the pilots, DAWERR also will support replication of the pilots in 12 additional municipalities across Lebanon; and develop integrated SWM solutions in three unions or clusters of municipalities, including the construction of cluster-level composting stations and other SWM facilities (i.e. Material Recovery Facility).

A.2 DESCRIPTION OF SERVICES

ECODIT is engaging the consultant to support the DAWERR team in the design, tendering, and supervision of Mechanical works, including equipment installation for the DAWERR projects across Lebanon. , starting with the pilots.

The period of performance (POP) for this assignment is June 30, 2022 to June 30, 2023. This SOW describes specific activities anticipated over this period.

The Consultant shall conduct all activities and tasks under the technical direction of the Civil Engineering Specialist or his designee.

A.2.1. Activities

The consultant will undertake several tasks, as follows:

  • Develop tender documents covering the electrical works needed for site preparation for hosting the composting station,, including detailed design drawings, calculation notes, specifications, estimated prices and BOQs according to relevant codes;
  • Assist DAWERR team in answering technical comments related to mechanical works from USAID to get their clearance/approvals of the design and tender documents;
  • Support DAWERR team in preparing/ answering questions/request for clarifications from offerors as needed.
  • Supervise mechanical works and equipment installation;
  • Review and approve contractors’ submittals (e.g., mechanical shop drawings, calculations, product samples, final inspections, warranties, etc.);
  • Conduct follow-up and monitoring site visits, as needed.

A.2.2 Deliverables

The Consultant is expected to complete and submit the following deliverables (as needed):

  • Detailed designs and tender documents for the mechanical works including equipment installation: mechanical execution drawings, specifications, BOQs- within one month of the contract signature for the pilots; detail designs and tender documents for the replications and clusters will be agreed upon with the Civil Engineering Specialist or his designee;
  • Questions/Clarifications to be requested from bidders.
  • Monitoring reports for the site visits.

DAWERR Chief of Party (or designee), the Civil Engineering specialist (or his designee) and the Consultant will agree upon the Level of Effort (LOE) required for each task and specific timeline for submitting the deliverables. Indicative LOEs over the POP is not to exceed 36 days.

A.3 QUALIFICATIONS AND EXPERIENCE

The consultant must have the following experience and skills to be able to perform the tasks under this SOW:

  • Bachelor’s degree in Mechanical Engineering.
  • Member of one of the two Orders of Engineers and Architects in Lebanon
  • Already has or can secure an acceptable professional liability insurance policy
  • Minimum of five (5) years’ work experience in mechanical project design, execution and monitoring.
  • Experience with USAID-funded engineering / construction projects is a plus.
  • Familiarity with design software
  • Strong analytical and critical thinking skills, with a high level of accuracy in calculations and design
  • Excellent time management skills to ensure project deadlines are met
  • Ability to coordinate more than one project at a time
  • Ability to work in the office and travel on-location
  • Fluent in English and Arabic.
