The Swiss Cooperation Strategy Middle East 2015-2018 has defined the Water Sector as one of the three pillars of intervention. Thus, the Swiss Cooperation Programme office Beirut will contribute to an improved access to water and sanitation services in Lebanon at the central and regional level through different modalities. One of these being the direct action in the Bekaa Valley. The project will be implemented over three years with a close collaboration with the Bekaa Water Establishment (BWE). SDC’s approach to enhance resilient, sustainable, and conflict sensitive water management builds up on four principal lines of intervention:
Support of BWE in its daily operations with regard to integrated and sustainable management of water resources.
Contribution to more equitable access to drinking water for Lebanese host communities and Syrian refugees.
Support to managing Waste Water Treatment Plants in an effective and environmentally sound manner.
Contribute to improved water quality and safe drinking water in the Bekaa Valley.
Especially point 2, 3, and 4 include: interventions operating, building, and rehabilitating water, and wastewater related infrastructure.
A local team is being recruited to implement the activities of the project and will be based in Zahle SDC office.
SDC is seeking a Lebanese Rural/Environmental/Civil Engineer with strong technical knowledge and intensive experience in the Water and Wastewater sector including planning, implementing, operation and maintenance. A good knowledge of the context and the stakeholders in the Bekaa valley is an asset.
Tasks include but are not limited to:
Assist the Swiss experts in the following issues:
Project preparation and implementation
Assist in conducting technical assessments with regard to the different parts of the project
Collaborate with the Swiss Experts and Bekaa Water Establishment in the development of the project implementation strategy/methodology, and ensure project implementation is carried out accordingly
Identify potential engineering firms and select the most suitable firm for design, BOQ and drafting of tendering documents
If necessary, prepare tender documents, drawings, establish complete bill of quantities, assist in the tendering process
Ensure compliance of technical documents with all local by-laws and the relevant planning and building standards in order to obtain all necessary approvals and permits to allow for a successful project implementation
Check project and working documents prior to implementation for technical aspects and smooth implementation procedures
Prepare working contract, including bank guarantees, for the contractor and for the engineer based on FIDIC contracts
Elaborate work plans
Manage transparently end effectively the contractors and/or consultants SDC hires to design/execute rehabilitation works
Monitor the work of the local contractors selected to implement the planned work including site supervision/quality survey/quantity survey
Establish project plans in the necessary scale
Ensure the overall project implementation as per national standards, donor agreement and SDC guidelines and agreed implementation strategy
Contribute to budget forecast and follow up in collaboration with the finance department, according to SDC procedures
Ensure procurement orders are timely placed and communicated to the procurement department, according to SDC procedures
Carry out further tasks as instructed by her/his supervisor.
Reporting and Site Correspondence:
S/he shall report directly to the Swiss expert in charge of the project. S/he shall also cooperate with SDC Program Officer at SDC Cooperation Office in Beirut
Maintain site records of completed works
Attend regular site meetings with contractors and other third parties as needed
Maintain records of the contractors’ activities, plant and labor
Prepare, dispatch, and receive site correspondence
Maintain a filing system
Develop and prepare progress reports (monthly bases)
Competencies
Highly motivated

Ability to handle multiple tasks simultaneously and accurately
Willingness to work long hours during periods of peak work

Priority will be given to applicants residing in the Bekaa Valley
Willing to travel regularly to the project sites and to SDC office in Beirut
Mobile with a valid driver’s license
Education and Knowledge:
University degree in the field of rural engineering, environmental or hydraulic engineering, agriculture engineering civil engineering or similar related fields
Experience in M&O, construction, rehabilitation of water and wastewater related infrastructure
Experience and knowledge of institutional, legal and environmental aspects related to water supply and wastewater treatment
Good understanding of the context affecting the water sector in Lebanon and particularly in Bekaa
Demonstrate working experience in similar context
Computers: Word, Excel, Power Point, Internet
Languages: Arabic, English: fluent. French is an asset

Experience required:
8 to 10 years ‘ experience in planning, designing, construction and rehabilitation of water and wastewater systems, (including electro-mechanical aspects), Operation and Maintenance of Water Supply and Wastewater treatment plant, Water Metering
Previous work with national and international agencies and with Water Authorities
Solid experience in supervising contractors and ensuring quality of work.
Period: The planned duration for the assignment is 12 months, extendable until the end of the project (30.03.2019).
