Context
The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs. The Swiss Cooperation Office in Beirut implements and monitors the Swiss Confederation’s humanitarian aid and development programme in Lebanon.
The Swiss Cooperation Strategy Middle East 2015-2018 has defined the employment and income generation services as one of the intervention fields within the Basic Needs and Services domain. Thus, the Swiss Cooperation Programme office Beirut plans to engage and bring its experience to the technical and vocational training (TVET) and income generation in Lebanon in order to enhance the employability and income generation of the vulnerable Lebanese and refugees communities with a special focus on youth (men and women).
SDC decided to conduct a feasibility study/technical assessment by a Swiss and a national expert to support SDC in the identification and the scope of possible TVET intervention in Lebanon and to determine relevant projects/programmes.
Local Consultant – TVET expert
SDC Programme Office in Lebanon is seeking for a Lebanese consultant with strong technical knowledge and intensive experience in the fields of TVET and income generation. The role of the consultant is to support the Swiss expert in conducting the feasibility study/assessment according to the following objectives:
Assess the relevance, added value and feasibility of a Swiss intervention in TVET and income generation and identify entry points for a Swiss intervention.
Assess proposals and its alignment with SDC standards.
Other
Conduct a brief overview of the TVET sector in Lebanon.
Define adequate set-up to tackle TVET and income generation.
Methodology
The mission of the consultant is carried out in the following way but can be modified by the consultant with prior consultation with SDC Lebanon office:
Conduct desk review to familiarise with Lebanon’s context, the Swiss Cooperation Strategy Middle East 2015-2018 and the received proposals (feedback on the mission plan if needed).
Conduct an initial briefing meeting at SDC Lebanon office and HQ.
Carry out meetings with the following main stakeholders:
SDC Lebanon office staff (allows also assessing the capacity in terms of guiding and steering TEVT projects).
Relevant government ministries (selective: some policy level and some implementers);
The project applicants.
Relevant Donors, UN agencies, private sector organisations, INGOs, NGOs, Swiss-Lebanese Business Council, beneficiaries, etc.
Duties & Responsibilities:
Tasks included but not limited to:
Preparing a list with the names of the main stakeholders acting in the TVET sector in Lebanon in close collaboration with the SDC office in Beirut.
Preparing the mission programme as well as taking appointments with the main stakeholders in close collaboration with the SDC office in Beirut.
To give a general overview to the Swiss expert on the TVET situation and employment environment in the country.
To contribute to the successful accomplishment of the mission, under the guidance of the Swiss expert, including analysis, research, data collection, translation when needed, reports, etc.
To fulfil any other tasks that might support the Swiss expert in conducting the assessment.
Competencies and Experience required
Good knowledge on general context and stakeholders in Lebanon.
Minimum 5 years of experience in TVET and income & employment sectors with emphasis on youth needs (men and women).
Ability to independently implement tasks assigned to her/him within the conditions of this ToRs and the guidelines as set by SDC office.
Owning good communication skills and analytic capacity.
Proficient in English and French languages, fluent in Arabic.
Knowledge about the private sectors, international cooperation, development cooperation and humanitarian aid.
Open minded and creative with large knowledge on the local context.
Ability to write concise reports.
Full-time availability during the mission.
Knowledge in programme development and implementation.
Previous knowledge in conducting similar assessments.
