Swiss Cooperation Office in Beirut: 03.07.2013 Job Description for National Programme Officer – Lebanon for the Swiss Agency for Development and Cooperation (SDC), Swiss Cooperation Representation – Lebanon   The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Swiss Federal Department of Foreign Affairs. The Lebanon Programme Office opened in 2006 to coordinate the Swiss Confederation’s humanitarian aid and development projects in Lebanon. More information can be found under : www.swiss-cooperation.admin.ch/lebanon    National Programme Officer Lebanon – 100 % Vacancy The National Programme Officer is responsible for development cooperation and humanitarian assistance programmes and projects in Lebanon. In addition she/he supports the Swiss Cooperation Office in Beirut (SCO) with multiple tasks.   Duties & Responsibilities: Programme Management: (70%) -       Manage efficiently humanitarian and development projects, including multilateral and bilateral contributions, direct project implementation, and secondments -       Identify projects for possible funding and analyse project proposals -       Prepare project documentation as required (credit proposals, reports, feasibility studies) -       Ensure proper monitoring, supervision and evaluation of projects, partners and budgets -       Network with national authorities, local and international partners -       Report on overall portfolio -       Participate in management/programme coordination meetings in Lebanon and/or abroad -       Participate in one or more SDC networks -       Carry out tasks as assigned by the Director of Cooperation Security Management (10%) -       Gather formal and informal security-related information and draft synopsis -       Establish and update Local Security Plan -       Inform SDC staff on security issues -       Maintain contact and exchange of information on security issues with security-related network -       Verify and maintain security equipment and emergency stock Deputising Director of Cooperation: (20%) -       Assist Director of Cooperation in preparation of quarterly and annual reports -       Assist Director of Cooperation in preparation of strategic, policy and programming documentation -       Assist Director of Cooperation in context analysis and reporting related to SDC portfolio in Lebanon -       Represent SDC in national and international settings In the absence of Director of Cooperation (if needed) -       Act as Director of Cooperation ad interim with oversight on personnel, administration, finance, programmes, security, and coordination meetings All employees are expected to fulfil tasks not included in their TOR or task list if deemed necessary by the Supervisor or Director of Cooperation.   Skills Methodical Priority-setting and result-oriented Demonstrated ability to analyze, conceptualise, monitor and document programmes Process design and facilitation Oversight of financial, administrative and legal aspects in project management Excellent computer skills (MS office) and similar applications Social Able to work independently and under pressure Networking, negotiation and communication skills Ability and willingness to work in a team Flexibility to carry out a wide spectrum of tasks Cultural sensitivity and capacity to adjust to a multicultural team Leadership Ability to take decisions effectively Ability to coach and promote learning in a team Ability to take initiative and offer support when needed Ability to listen actively and resolve interpersonal conflicts   Experience and Education Master degree in political or social sciences, development studies or other relevant field More than 10 years of practical experience in development work and/ or humanitarian assistance with thematic knowledge in DRR and Protection Management skills for monitoring and steering projects, and for supervising local and international experts Knowledge and working experience in Lebanon, preferably with an international organisation and/ or donor Sound experience and knowledge of project cycle management (PCM) and Planning, monitoring, evaluation and transferring into action (PMET) In-depth understanding of current political and socio-economic issues Strong sensitivity and initiative to promote gender and social inclusion Excellent knowledge of written and spoken English and French. Arabic is a must.
