Tasks and responsibilities:
- Support the implementation of the Peace and Human Rights Division (PHRD) Programme for Syria: Under the supervision of the PHRD Advisor, identify and plan new projects and interventions, negotiate and revise project proposals and budgets, draft credit proposals, ensure the monitoring of projects (including through field visits), draft controlling reports, perform evaluations and mid-term/annual reporting.
- Analysis and reporting: Support the Head of Mission and the PHRD Advisor in all political aspects by providing analysis both orally and in writing, prepare and participate in meetings, translate, etc. Contribute to the preparation of policy and strategy positions, speaking notes, programme related documentation (e.g. factsheets).and context analysis.
- Organizational: Prepare visits, events and meetings in Syria, both logistically as well as with regard to content.
- External networking: Develop and maintain a network with national, international, and multilateral partners, relevant experts, decision-makers and other involved stakeholders.
- Representation: Represent the Embassy in national or international meetings and platforms;
- Media monitoring: Monitor and inform on the Syrian context and media coverage and social media communication related to the Swiss diplomatic and programmatic engagement in Syria.
Competencies and selection criteria:
- A minimum of 5 years of work experience in international cooperation and conflict resolution, including project cycle management (PCM); knowledge and experience in conflict-sensitive programme management is an asset.
- Excellent analytical and writing skills.
- Arabic as mother tongue or proficient fluency; excellent knowledge of English, written and spoken. French or German would be an additional asset.
- Excellent knowledge of the political landscape, conflict dynamics and socio-economic situation in Syria.
- Existing network including government officials, NGOs, cooperation agencies, and international institutions.
- Motivation and initiative, flexibility and ability to work independently, resistant to stress, team work and networking as well as integrity are other essential requirements.
- High degree of administrative and organizational skills.
- Demonstrated ability to analyse, conceptualize and monitor programs.
- Readiness to travel to Syria on a regular basis.
