Programme Officer

The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs. The Regional Cooperation Office in Amman opened in 2001 to coordinate the Swiss Confederation’s humanitarian aid and development projects in Jordan, Syria, Lebanon and Iraq. SDC Lebanon Office is operational since 2008. More information can be found under www.eda.admin.ch/beirut     Programme Officer The Programme Officer will support the SDC Lebanon Office – Beirut in managing the Lebanon Protection domain on a 100% basis.   Vacancy only for persons residing in Lebanon Duties and Responsibilities: Programme Management (90%) Manage and report on humanitarian and development projects focusing on Protection, including multilateral and bilateral contributions, direct project implementation, and secondments Manage projects when necessary in other domains such as Basic Needs and Services or Water Identify projects for possible funding and analyse project proposals Prepare project documentation as required (credit proposals, reports, feasibility studies) Ensure proper monitoring, supervision and evaluation of projects, partners and budgets Network with national authorities, local and international partners Participate in management/programme coordination meetings in Lebanon and/or abroad Assist in preparation of quarterly and annual reports as well as strategic, policy and programming documentation Assist in context analysis and reporting related to SDC portfolio in Lebanon Represent SDC in national and international settings (where and if needed)   Active member of network(s) (10%) Conflict and Human Rights Migration   Requirements:   Education and experience Master degree or equivalent in political or social sciences, development studies or other relevant field At least 5 years of experience in development work with practical experience in the areas of protection, access to justice, migration, decent work, Human Rights Based Approach Knowledge of and experience working in the region of the Middle East Sound experience in and knowledge of project cycle management (PCM) Experience working with a donor agency is an asset   Language Skills Excellent written and spoken English Arabic and French are an asset   Competencies High degree of managerial, administrative and organisational skills Demonstrated ability to analyse, conceptualize and monitor programmes Ability to prioritise Target and result-oriented Able to work in a precise and analytical manner Able to work independently and under pressure Good interpersonal skills and high sense of team spirit Cultural and political sensitivity Strong networking, negotiation and communication skills Excellent computer skills (Excel, Word, PowerPoint, Internet) In-depth understanding of current issues in the region and related to Protection Strong sensitivity and responsiveness regarding gender and social inclusion issues Reliable, discrete, efficient, proactive, honest and punctual   Candidates are expected to fulfil tasks not included in their Terms of Reference if deemed necessary by the Supervisor or Head of Office.   Please send your CV along with a motivation letter and three references by 20 August 2015.
