CSB Portal Development

  1. Objectives and desired results

 

    1. General objective

The Central Service Board (CSB) is currently implementing a WordPress-based website. An initial service provider was contracted for the development and deployment of the platform; however, the contract was terminated before the completion of the agreed scope of work.

CSB now seeks to engage a qualified WordPress Development to take over the unfinished work, remediate existing technical and security issues, align the platform with cybersecurity best practices as advised by the independent audit being done by a 3rd party, and build the internal capacity of CSB staff through hands-on, on-site training.

  1. Complete and remediate the existing WordPress website based on documented outstanding comments and issues.
  2. Ensure that the WordPress installation complies with recommended, by the 3rd party in progress audit, cybersecurity and performance best practices.
  3. Determine whether remediation or full reinstallation of WordPress is required and implement the most appropriate option
  4. Strengthening CSB internal capacity through on-site administration and content development training.

  1. Requirements
    1. Scope of Work

The Service Provider shall perform, at a minimum, the following tasks:

Technical Review and Assessment

  • Review the existing WordPress installation which is currently installed on a dedicated VM hosted by OGERO configuration, themes, plugins, custom code, hosting environment, and database structure.
  • Analyze performance, stability, scalability, and maintainability of the current setup.
  • Assess compliance with cybersecurity requirements as delivered by the ongoing Cybersecurity audit.
  • Review the list of outstanding comments, change requests, and issues provided by CSB in a Word document. (Appendix A)
  • Fully comply with the approved FIGMA design 

Remediation or Reinstallation of WordPress

Based on the assessment, the Service Provider shall:

 

  • Option A - Remediation

Fix the existing WordPress installation by addressing configuration issues, insecure plugins, outdated components, code inconsistencies, and performance bottlenecks.

OR

  • Option B - Full Reinstallation

Perform a clean reinstallation of WordPress (core, themes, plugins, database) if remediation is deemed insufficient or risky, ensuring continuity of approved content and agreed design elements.

The Service Provider must clearly justify the selected approach and obtain CSB’s approval prior to implementation.

 

Completion of Outstanding Functional and Content Requirements

  • Implement all approved comments, fixes, and content changes listed in the CSB Word document (Appendix A)
  • Ensure the website is fully functional, responsive, and strictly compliant with CSB’s approved FIGMA designs, structure, and validated content on desktop, tablet, and mobile devices. The contractor shall implement the mobile version exactly as designed in the approved FIGMA mobile prototypes, without layout modifications, simplifications, or functional deviations, including but not limited to spacing, alignment, typography, color schemes, navigation behavior, components, and interactive elements.
  • Ensure the website delivers high performance, fast loading speed, and smooth responsiveness across all supported devices and browsers.
    All pages, including the home page and internal pages, shall open within acceptable industry performance standards, without unnecessary delays, heavy scripts, blocking resources, or inefficient loading sequences.
    The contractor shall optimize images, scripts, fonts, and server-side logic to guarantee quick page rendering, minimal load time, and a seamless user experience, particularly on mobile networks.
  • Ensure that all server-side operations, including database connections, queries, and data retrieval, are properly optimized to guarantee fast response times and uninterrupted system performance.
  • When adding or managing images as website content, the contractor shall ensure that all image frames strictly match the dimensions, proportions, and layout specifications defined in the approved FIGMA designs.

  • The website should include a fully functional newsletter subscription module. Upon successful subscription, the visitor must automatically receive a Multilingual (Arabic, French and English) welcome / confirmation email acknowledging the subscription. The system shall also provide CSB with a secure, exportable list of all subscribed email addresses, to allow administrative follow-up and official communication.
  • Validate all links, forms, menus, multilingual components, and content sections.

 

 

Documentation

Provide technical documentation covering:

    • Final system architecture
    • Installed themes and plugins
    • Security and performance configurations
    • Backup and recovery procedures
    • Administrative and content update processes.

 

Capacity Building and Training (On-site)

Conduct on-site training sessions for CSB staff, covering:

      • WordPress administration and user management.
      • Content creation, editing, and publishing.
      • Basic troubleshooting and maintenance.
      • Security awareness and routine checks.
    • Training shall be practical, hands-on, and adapted to the technical level of CSB staff.

 

    1. Expected Deliverables

The Service Provider shall deliver the following:

  1. Technical assessment and remediation/reinstallation plan
  2. Fully aligned Portal with the Cybersecurity guidelines.
  3. Implementation of all approved comments and outstanding changes
  4. A fully responsive, high-performance website strictly compliant with CSB’s approved FIGMA design including exact mobile implementation, standardized image frame sizing, and a functional newsletter system with automatic welcome emails and exportable subscriber lists.
  5. Technical documentation

How to Apply

The proposal should include:

  • Commercial circular and VAT registration for companies
  • Ministry of finance registration for individual consultants
  • Copy of the company owner ID
  • Filled and signed copy of the application from for individual consultants only– Appendix C
  • Technical proposal (in MS Word format) detailing the suggested methodology
  • Priced BOQ (Appendix B) filled in MS Excel format (as per the provided BOQ template)
    • The provided template holds prefilled items that match the requirements of this TOR. Vendors are kindly asked to respect the suggested format.
  • Commercial proposal with a filled priced BOQ (Appendix B) in MS Excel format.
