Digital Transformation of Lebanese Public Administration

Expertise France has been entrusted by the European Union to implement a 3-year project to support the national effort on combatting corruption. The overall objective of the project is to address corruption and transparency by improving good governance in Lebanon through the support of the Lebanese government’s effort in combatting corruption, including the implementation of the National Strategy for combatting corruption, and support civil society in that respect.

The expected results are the reinforcement of the National Authorities in charge of combatting corruption, the enhancement of the technical capacities of control bodies, the implementation of operational tools for pilot administrations, and an increased awareness among public service users.
These objectives will be achieved through technical assistance, equipment procurement and a grant to Lebanese SCOs and NGOs.

The project is structured around 3 components:
   1- Support national effort on Transparency and Anticorruption
   2- Strengthening the oversight bodies’ capacities to prevent and fight corruption
   3- Increase public awareness on Corruption and Access to Information

This Call for Proposals is part of component 2.
 

The Objectives and Desired Results:

1) General objective

 The objective of this Terms of Reference is providing a set of digital transformation tools for a Lebanese public administration aiming to support its performance and respond to the outgrowing challenges faced regularly.

Subsequently, the ACT project aims to support public entities and oversights bodies fight corruption and promote transparency by helping them develop their capacities in this perspective.

The project constitutes of 5 pillars (Tools) as described in the special objectives below.

2) Specific objectives

1.     Business processes workflow automation.

2.     E-Platform for sending and receiving information with authorized public entities.

3.     Digitalization of the paper archive.

4.     Web Presence development

5.   Capacity building sessions for selected employees with subjects in Computer operations, MS Office, and internet and email browsing.

 3)     Anticipated results

The project aims to deliver an end-to-end solution that relates the 5 objectives described above. The end product is single entry point Intranet application that can be used to reach the above digital tools. The administration is expected to provide public entities a secure platform allowing them to send documents and files to it. On the other the platform should act as a proxy or reception tool for 3rd party public entities wishing to send the administration updates.
