The Shabake 2 project is part of the Peace and Resilience Fund – Minka Middle East, which aims to contribute to the response to the consequences of the Syrian crisis, and to act on the prevention and management of the protracted crisis in Lebanon. In addition, the intervention with a dynamic and mature Lebanese civil society makes it possible to concretize the French commitments of "localization of aid" within the framework of the "Grand Bargain" of the 2016 World Humanitarian Summit. The project is also a continuation of the first phase conducted by Expertise France (EF), which supported 13 local NGOs, and conducted a study on the local associative fabric and a mid-term evaluation, the conclusions of which feed into phase 2.
Following the lessons learned in Phase 1, the Shabake 2 project rebalances the objectives with increased attention to the rapid and concrete effects that NGO grants will achieve on the ground. The overall objective of the project is to strengthen social cohesion and support peace and stability by accompanying local NGOs in their key crisis management role and providing sustainable support to vulnerable host communities and Syrian refugees.
It aims to strengthen purpose-driven, technically sound and locally rooted NGOs to support their abilities in weathering the crises as they arise, gaining greater financial autonomy and contributing to Lebanon's recovery. An emergency response component, funded by the Crisis Centre (CDCS) of the French Ministry of Europe and Foreign Affairs (MEAE), is included in the programme, which makes it possible to articulate different French emergency and development instruments as part of a comprehensive approach to support Lebanese CSOs.
The project is structured around three components:
- Enable NGOs to be trusted partners in the implementation of vulnerability reduction projects and thematic actions
- Support local NGOs in their efforts to respond effectively to ongoing emergencies and crises in Lebanon
- Strengthen the technical and organizational capacities and the economic model of partner NGOs for a better localization of aid for the benefit of vulnerable populations.
- CONSULTANCY DESCRIPTION AND SCOPE OF WORK
Expertise France is seeking the services of a consultant, specifically a Monitoring and Evaluation expert, to support the Shabake team with the design and development of a M&E plan, activities and data collection tools throughout the second phase of the project (Shabake 2). More particularly, the expert will work with the Monitoring, Evaluation and Learning (MEL) Manager and the Shabake 2 Project Manager to ensure the first M&E milestones of the project are reached. In addition, there is a need to integrate the gender equality perspective within the M&E framework, making sure that all of its systems are gender sensitive and to ensure that gender is incorporated throughout the system collection, compilation, analysis, dissemination, and use of gender data.
Methodology:
A kick-off meeting will be organised between the consultant and the Shabake team to frame the mission. A list of activities will be presented to the expert, including the main deadlines.
The expert will be present in Lebanon for the duration of the consultancy in order to bring a smooth support to the team whenever it is necessary.
The expert will report to the MEL Manager.
- KEY TASKS AND DELIVERABLES
- Develop the M&E system for the Shabake 2 project in line with the Shabake 2 logframe, donor requirements and needs of the project. A M&E plan, guidelines and framework to be drafted and submitted to EF.
- Design the corresponding data collection tools and procedures.
- Review the existing Shabake 1 M&E approach and suggest a more rigorous and result-oriented M&E plan.
- Develop methodologies for the monitoring and evaluation of the Shabake 2 partners’ projects.
- Elaborate, pilot and validate, where and when applicable, quantitative and qualitative monitoring tools and reporting tools.
- Prepare a reporting schedule that facilitates the progressive assessment of the project’s objectives.
- Design the report templates according to the schedule.
- Train relevant EF staff on the M&E procedures and tools as required.
5. TIMELINE AND LOCATION OF THE CONSULTANCY
The total duration of the consultancy is 26 days over a period of 2 months. The tasks are to be conducted in a hybrid modality of both at EF’s premises in Beirut Lebanon as well as remotely, to be determined jointly with EF.

- ROLES AND RESPONSIBILITES
Consultant:
The Consultant will be responsible for designing and delivering the following:
- Conducting required inception meetings with the project team.
- Setting a detailed workplan for the tasks.
- Collaborating closely with EF on the deliverables outlined above.
- Participating in coordination and follow-up meetings as needed.
- Respecting the agreed timeline.
- Submitting all deliverables as agreed and with respect to the timeline.
Expertise France:
Expertise France will contract the consultant and will be responsible for the overall management of the consultant including:
- Developing and finalizing the terms of reference and contract.
- Reviewing and approving all expected deliverables with the consultant.
- Supporting the consultant in connecting and meeting with project team members as relevant.
- Overall monitoring of the assignment activities and the delivery of milestones.
- QUALIFICATIONS
- At least 10 years of experience in supporting project work and M&E activities for development projects.
- Strong and proven monitoring and evaluation capacity.
- Experience in designing tools and strategies for data collection, analysis, and production of reports.
- Excellent experience in quantitative and qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools.
- Good analytical skills with the ability to identify key points from complex material or information.
- Strong training skills.
- Proficient computer literacy, specifically excel and word.
- Good organization and planning skills.
- Self-motivated, flexible and proactive.
- High-level written and oral communications skill in English.
- Ability to work in a participatory approach with a certain flexibility.
