Objectives and expected results of the mission
In order to successfully implement the project, Expertise France will rely on a key expert specialized in public administration.
The overall objective of this mission is to provide continuous technical and strategic support to the President of the CSB in the implementation, coordination, and follow-up of RAP Component 1 activities, with a focus on public human resources reform, public sector organizational restructuring and institutional strengthening of the CSB.
The specific objectives of this mission are:
- Ensure coordination and follow-up of all RAP activities involving the CSB;
- Support the planning, drafting, reviewing, and consolidation of deliverables related to Component 1;
- Support and coordinate activities related to the strategy, planning and policies related to the CSB and civil service reform;
- Liaise with the RAP project team, DGAFP experts, and other institutional stakeholders on behalf of the CSB President when advised to by the President;
- Provide policy and operational advice on reform-related initiatives, including legal texts, civil service structures, RIME development, HRIS, recruitment, performance management, and all aspects related to digitization;
- Support the CSB President in the preparation of inputs for working groups, experts and consultants, steering committee meetings, and meetings with national and international partners and stakeholders.
Description of the Key Expert's mission
The expert will work with the Civil Service Board (CSB) and he/she will be positioned within the Expertise France office and Civil Service Board (CSB) office in Beirut.
Under the line management of the RAP Team leader and in coordination with the component manager, he/she will be in charge of supporting the implementation of the project, and more particularly on technical advising to Civil Service Board (CSB) and will have to coordinate short-term expertise missions with the beneficiaries and, Expertise France in coordination with the President of the civil service.
He/she will work in strong connection with the relevant public actors for supporting the mobilization of French public expertise.
The detailed missions of the Expert are presented below.
He/she will provide technical assistance for the implementation of Component 1 of the project, supporting the President of the Civil Service Board (CSB) in all activities related to this component of the Lebanese public administration reform project.
The expert will:
- Provide regular advisory and operational support to the President on all matters related to Component 1 of the RAP project;
- Support the preparation, documentation, follow-up and reporting of internal and external meetings;
- Coordinate technical inputs and feedback on deliverables produced by RAP consultants and institutional stakeholders;
- Contribute to key reform outputs such as the civil service legal framework review, competency frameworks, HR policies, digital HRIS systems, and organizational development tools;
- Participate in DGAFP missions, project workshops, and working groups as requested;
- Draft memos, briefing notes, concept papers, and status updates related to CSB’s reform agenda.
The key expert is responsible for ensuring the delivery of the outputs. In addition, the key expert holds responsibility for the production of the final outputs with which he/she is directly assigned.
In addition, the expert shall submit:
• Monthly activity reports summarizing actions taken and recommendations provided (by the end of each month);
• Minutes and preparatory notes for key meetings and missions;
• Policy notes, concept papers, and working documents as requested by the President of the CSB;
• Final mission report summarizing achievements, lessons learned, and recommendations for sustainability;
All deliverables shall be submitted using the templates provided by Expertise France.
Applied Methodology
On the technical level
The expert will base his/her work on the conclusions and recommendations of the inception phase report.
In terms of transfer of skills
The Key Expert will provide support/advice to the Lebanese authorities and specifically the CSB in a logic of skills transfer based on learning by doing. We encourage a mentoring relationship to be created between the Expert and a civil servant from the CSB in order to create a pair. The objective of the creation of the pair is to help a beneficiary to gain in competence, so that he/she can become more autonomous and then pass on his/her knowledge to other members of his/her team.
At the same time, the Expert will organize co-construction workshops with the supported structures for all the activities planned in his mission.
Duration and location of the mission
The mission is planned for a duration of 12 (renewable) months spread over the period from January 2026 to December 2026, on a average of 16 days a month.
The expert will work with the Civil Service Board (CSB) and he/she will be positioned within the Expertise France offices in Beirut.
Required profileThe Key Expert specialized in public administration will be an expert who has experience with and a good knowledge of Lebanese and foreign public administrations, mainly in the area of public human resources management (i.e. civil service reform).
The candidate’s career path will be assessed in the light of the following criteria:
Qualifications and skills:
- University degree (MA or equivalent) in law, business administration, political science, public administration or another discipline related to the project objectives; a doctorate degree would be preferable.

- Fluent in spoken and written English and Arabic; French would be a plus.
General professional experience:
- A minimum of 10 years of experience in a relevant field;
- Excellent knowledge of public administration mainly in the area of public human resources management (i.e. civil service reform);
- Knowledge of the EU cooperation mechanisms.
Specific professional experience:
- Participation in the work on the reform of public human resources would be a plus;
- Previous professional experience in international cooperation, in the MENA region and especially in Lebanon;
- Preferably knowledge of the public administration of Lebanon.
The working language of the project is French, English and Arabic.
