PROCURING A DOCUMENT MANAGEMENT SYSTEM (DMS) AS PART OF A LARGER ENTREPRISE CONTENT MANAGEMENT (ECM) SYSTEM FOR THE PUBLIC PROCUREMENT AUTHORITY AND THE CIVIL SERVICE BOARD.

1. 1. General objective

       The Public Procurement Authority (PPA) and the Civil Service Board (CSB) shall acquire and implement a modern, secure, and user-friendly Document Management System (DMS), that can be later extended to include a full Enterprise Content Management (ECM) system to automate and optimize business processes, enhance service delivery to public entities, improve efficiency, and ensure adherence to internal standards, as well as meet long-term storage, retrieval, and compliance requirements for archiving. The solution has to adhere to Lebanese laws regarding national data residency, data protection and security.

       The solution shall be deployed and hosted separately within the premises of both PPA and CSB. Each entity shall have its own independent installation, dedicated hardware, and separate perpetual licenses covering both DMS and ECM. SaaS or cloud-based solutions shall not be accepted.
