To assist Expertise France in conducting the rehabilitation of Social Development Centres in Lebanon.
POSITION : ARCHITECT – CIVIL ENGINEER
TYPE: SHORT TERM EXPERTISE
I/ CONTEXT
Expertise France is the French public agency for international technical assistance. It aims at contributing to sustainable development based on solidarity and inclusiveness, mainly through enhancing the quality of public policies within the partner countries. Expertise France designs and implements cooperation projects addressing skills transfers between professionals. The agency also develops integrated offers, assembling public and private expertise in order to respond to the partner countries' needs.
The programme “Qudra - Resilience for Syrian refugees, IDPs and Host communities in Response to the Syrian and Iraqi Crises” is a regional action that seeks to strengthen the resilience of Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises in five areas or modules (Specific Objectives, SO). Qudra is commissioned and financed by the EU Regional Madad Trust Fund and the German Federal Ministry for Economic Cooperation and Development.
The Programme has a duration period from June 2016 – June 2019. It is implemented in Jordan, Lebanon, North Iraq (Kurdistan Region of Iraq), and Turkey by a group of European Member States Agencies, led by GIZ, the Spanish Organisation AECID, and Expertise France. It covers five specific objectives (SO); Education Infrastructure (SO1); Skills Development (SO2); Social Cohesion (SO3); Supporting Local Administration (SO4); Facilitating Dialogue and Dissemination (SO5). The specific objectives and implementing partners vary across the countries.
In Lebanon, Expertise France is responsible for implementing the objective to support the Syrian refugee population as well as the Lebanese host communities. The programme seeks to improve social stability between communities in Lebanon through a comprehensive and local approach. As part of this programme, Expertise France will rehabilitate Social Development Centres of the Lebanese Ministry of Social Affairs (MoSA). To do so, EF requests the services of an architect engineer to assist in conducting rehabilitation of at least four (4) Centres.
II/ OBJECTIVES
(a) Pre-construction phase
- Preparation of the necessary architectural design drawings
- Preparation of the construction/rehabilitation specifications
- Preparation of the Bill of Quantities (BoQ)
- Report to the programme manager
(b) Site Supervision
- Follow up on the construction/rehabilitation work progress
- Ensure the compliance with the plans, specifications and other contractual obligations
- Evaluate the work progress and either accept or refuse any component of the work that does not comply with the specifications and the plans
- Participate in regular progress meetings
- Approve the scheduled payments, the deliverables or certificates of services
- Respond to the contractor clarifications
- Report to the programme manager
(c) Ensure the project objectives related to the consultancy/assignment are met
- A detailed description of these tasks is provided below.
III / DETAILED DESCRIPTION OF THE TASKS:
(a) Pre-construction phase
- Ensure the technical designs of all centres are consigned in appropriate documents
- Ensure the layout plans are adequate and answer all prerequisites in terms of access requirements (, elderies,etc.), safety, sanitation, environmental protection and access to electricity
Main deliverable: site review report; layout plans and reports for each centre; technical specifications documentation and evaluation of horizontal works required.
(b) Procurement phase:
- If needed, assist EF Beirut (programme manager & logistics coordinator) to prepare the documents (technical annexes) required for the call(s) for proposal/tender/expressions of interest. These documents will be based on Expertise France templates.
- Advise Expertise France on the selection criteria and advise the selection committee.
(c) During the implementation phase (Construction) :
- Supervise the rehabilitation of the centres, deal with delays and incidents, propose alternatives and solutions adapted to the context. Ensure all rehabilitations are made in time.
Main deliverable: daily reports of construction tasks signed by the construction company(ies), interim site inspection report; final site inspection report; comments on progress reports provided by the construction company/ies.
(d) Control of defects 6 months after:
- Control the quality of the construction 6 months after the buildings are rehabilitated
Main deliverable: “6-months after” site inspection defects & deficiency report.
Expected Schedule: “6-months after” report by T0 + 3 + 6 months
KEYS ELEMENTS OF THE CONTRACT:
=>Location: Centres could be located all over Lebanon
=>Period of implementation: 3 months
=>Total number of working days: 25 days
IV/ Criteria for the selection of a consulting company or a consultant :
- Professional working knowledge of Arabic and English is compulsory, knowledge of French would be an asset
- Master degree or equivalent university diploma in civil engineering and/or architecture;
- At least, 10 years of relevant experience in buildings’ rehabilitation (schools rehabilitation and government contracts would be a distinctive advantage)
- Ability and skills in drafting and advising on safety engineering design standards
- Understanding the “social role of architecture” (access for persons with disabilities, children)
- Ability to work effectively in a multicultural/multinational environment
- Excellent planning and reporting skills, ability to adapt to dynamic environments
