Objective of the assignment 

The overall objective of this Terms of Reference is to recruit a Monitoring and Evaluation (M&E) Expert to assist Expertise France’s project team in Beirut in the establishment of an operational M&E system supervising the project’s activities in accordance with the expected results.  

The purpose is to provide Expertise France with tools to effectively monitor the progress of the project and its achievement and to provide an intermediate and final evaluation with sufficient information to assess the project’s success. 

Outputs / Services to be provided: 

The consultant will assist the project team in reviewing M&E needs and establishing necessary practical procedures and measures in order to operationalize data collection and processing. This will be achieved over two periods: 
 

• Mai/June 2019: design of the M&E system (15 working days)  
• September/October: follow-up and necessary adjustments for the implementation of the M&E system (5 working days) 

 During the first period, the expert should carry out the following tasks:

• Review all the relevant project documents  
• Revise in a more operational approach the project’s logical framework and results  
• Assess the project’s needs and the team’s capacity to deliver project monitoring  
• Design the M&E system of the project based on discussions with the team and, if deemd necessary, with other interlocutors. The M&E system will include appropriate tools, an implementation plan, qualitative and quantitative indicators and schedules. 
• If necessary, conduct field visits  

 During the second period, the expert should: 

• Assess the implementation of the M&E system carried out by the project team  
• Make adjustments if necessary and formulate strategic and operational recommendations 
• Liaise with partners to conduct M&E activities (e.g. meeting or contacting beneficiaries if needed)
• If necessary, conduct a field visit  

Deliverables

 For the first period 
1) A revised logical framework for the project 
 
2) Project M&E system and guidelines gathering the following information: set of SMART indicators, detailed processes enabling the monitoring of the defined indicators, monitoring and evaluation plan, user manual 
 
 For the second period 
1) An assessment report detailing how the project team makes use of the M&E system, suggesting refinements to the system if necessary and including strategic and operational recommendations 
 
Deliverables need to clearly outline activities, provide analytical inputs and propose recommendations of further actions
