Expertise France is a French public agency under the tutelage of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter- ministerial vocation. Expertise France offers project engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder projects, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international projects and is accredited by the European Union for the management of delegated Community funds.
Context
Lebanon is now home to the largest number of Syrian refugees per capita relative to its total population, putting a severe strain on the country’s fragile infrastructures, economy, and security. The population of Lebanon was estimated at about 4.8 million (including almost half a million Palestinian refugees) in 2013. Even though Lebanon has not signed the 1951 Refugee Convention, up to date it has taken in about a fourth of its own population. According to UNHCR, in September 2016 about 1,017,433 persons from Syria were registered as refugees in Lebanon. In the Lebanon Crisis Response Plan 2017- 2020 (2018 update) (LCRP), the total number of people living in Lebanon is estimated at 5.9 million, with 3.3 million people in need. Among the Syrian refugee population in Lebanon, which today comprises over 1.5 million people.
Background information on Qudra Specific Objective 3 ( www.qudra-programme.org )
’Qudra – Resilience for Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises’ is a regional action financed by the EU Regional Trust Fund in Response to the Syrian Crisis, the Madad’ Fund and the German Federal Ministry for Economic Cooperation and Development (BMZ), seeking to strengthen the resilience of Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises. The programme launched in June 2016, is being jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF) and Spanish Agency for International Development (AECID) in programme partner countries of Jordan, Lebanon, Turkey and North Iraq.
In Lebanon, Expertise France ensures the consistency and the implementation of the Specific Objective 3 of Qudra. The project seeks to improve social stability between communities in Lebanon through a comprehensive and local approach of protection for children and adults. To do so, activities will revolve around four results: (i) support to Social Development Centers (SDCs) of the Ministry of Social Affairs (MoSA), (ii) Focus on child protection, (iii) protection activities and (iv) dissemination of information. Expertise France will work within the framework of the Strategic Plan for Child Protection and GBV in close partnership with Ministry of Social Affairs (MoSA). The programme will be implemented in the SDCs of the MoSA and if needed in annexes that might be developed during the project’s lifespan. Expertise France will select local NGOs as partners to implement the activities; these NGOs will hire the necessary staff and implement the activities following a precise programme drafted with the MoSA.
Expertise France is looking for a Monitoring Officer to support the program implementation, based in EF Beirut Office, with occasional travel to the provinces where the activities will be implemented with local NGO’s at the SDC’s.
Description of the Tasks:
In coordination with the Expertise France Project Manager and under the supervision of the Programme Director, the expert will:
- Liaise with the NGO/SDC representatives in the field to create and facilitate the implementation of an effective M&E plan
- Ensure compliance of EF M&E plan with the M&E systems of GiZ and MoSA as well as with Inter agency Information System (activity info).
- Generate workplans in collaboration with the implementing partners to support efficient and timely project implementation and to allow efficient follow-up of progress and tracking of indicators.
- Be responsible for the coordination, planning and design of the monitoring process for projects in different regions of Lebanon, covering projects focusing on social stability/cohesion, child protection and protection.
- Support and guide the data/information collection process by the partner NGO’s to ensure that systematic flow of information to EF Beirut Office is ensured according to the guidelines and standards set.
- Consolidation of field data to be submitted regularly to the regional program M&E level on a regular basis in accordance with the program level result frameworks and indicators, to ensure compliance with internal and donor requirements
- Producing high-quality information based on the identified program level result frameworks and indicators as well as data analysis
- Provide day-to-day support, coordination and mentoring to field-based data officers to facilitate the compilation, consolidation and submission of data
- Liaise with the EF Program Manager on a daily basis to consolidate the field level data to feed into the program level
- Coordinate with the Program manager and the field teams to identify the capacity building needs for the local partner NGO’s in terms of monitoring and data collection tools.
- Generate and introduce monitoring/data collection tools and templates as needed, for the partner institutions to facilitate efficient information flow for the program level.
- Design and implement training sessions for the partners as necessary, regarding monitoring and evaluation.
- Actively participating in monitoring/information management working groups of UN, other relevant meetings and international fora, sharing lessons learned and feeding lessons back in the program level.
- Conducting baseline surveys / performance surveys and/or needs assessments for the beneficiaries and/or activities, if/when needed.
- Sharing lessons learned from reporting regularly with the Program manager, communicating recommendations to the project managers at the partner institutions and regularly following up the implementation of the recommendations.
- Contributing to the M&E / knowledge management / learning efforts at EF program level in general.
Requested Profile
- University degree in Information Management, Development Programs, International Project Management or any relevant field.
- Candidates must ensure that they are eligible to work and reside in Lebanon.
- At least 5 years of experience in monitoring, information management, data collection and evaluation for international projects/donors/organisations, development projects, preferably in the humanitarian/social development / education or refugee assistance fields.
- Excellent understanding of result frameworks & indicators as well as international M&E standards and applications.
- Good knowledge and working experience of Lebanese institutions and policies, especially of the Ministry of Social Affairs, as well as the civil society organisations.
- Sound knowledge of the Lebanese context and of the relationship between host and refugee communities.
- Good knowledge of international donors and organisations working in the migration/social cohesion field in Lebanon.
- Excellent writing, data collection/analysis and presentation skills.
- Professional working knowledge of English and Arabic is required. French is an asset.
- Excellent coordination and team work skills.
