PSD Project Coordinator

Project Description :

 

Expertise France, the French technical cooperation agency, is implementing the Private Sector Development Programme in Lebanon funded the European Union. This programme was structured around 3 components:

  • Component 1: Agribusiness component supporting cherry and table grapes value chains in the Bekaa and Avocado and vegetable value chains in Akkar
  • Component 2: Wood processing component in the city of Tripoli focusing on furniture production
  • Component 3: Access to finance component which is transversal to the first two. The project aims to increase micro, small and medium enterprises competitiveness, productivity and participation in the economy by fostering their development and integration into value chains.

Components 1 and 3 of the programme were fully completed and finalized and only component 2 of the programme is extended till January 2023.

 

The overall objective of the programme is to contribute to Lebanon's economic development and job preservation and creation by enhancing the productivity and competitiveness of its private sector, with a focus on vulnerable groups.

The programme is implemented in partnership with local Lebanese NGO.

Job Position:

 

Within this framework, Expertise France is looking for a Project Coordinator to join its team and take over the following tasks (not exhaustive)

 

General project coordination:

  • Liaise and develop strong coordination with the EU, local stakeholders, Minjara operator/ manager, Lebanese authorities and business representatives to facilitate the project implementation
  • Ensure the programme and EU visibility in coordination with EU and EF communication departments
  • Assist the partner in all the project management day to day activities including technical, administrative and financial management of the project and report on them to Expertise France Headquarter according Expertise France internal process
  • Ensure the reporting on bi-monthly, quarterly and half yearly basis on, to Expertise France and EU, on the project implementation progress at all levels (procurement, M&E, activities, communication, meetings, workplan, logical framework,…) and according to Expertise France reporting format
  • Develop with the implementer MEAL expert the project’s monitoring and evaluation plan and follow up on its update on monthly basis as well as on the formalization of mitigation measures when needed
  • Contribute and assist the partner in drafting a proper exit strategy from the Minjara project and the PSD programme
  • Organize, attend and participate in stakeholders meeting as well as external consultants
  • Ensure project workplan is respected in terms of activities agreed on, time and budget
  • Ensure that the project adhere to the EU and EF framework

 

 

Project implementation:

  • Liaise on daily basis with Minjara operator to guarantee the proper implementation of the workplan, ensure a smooth running of the operations as per the set time and budget, and suggest/implement adjustments whenever needed
  • Coordinate with Minjara operator to identify experts, and prepare the related terms of references and missions/trainings specific objectives, provide technical and logistical support related to the organization of these missions/trainings
  • Follow up on the development of the agreed-on legal entity with the relevant stakeholders and national authorities
  • Ensure proper hand-over of the Minjara management from operator to the newly established legal entity
  • Support the dialogue between the players of the sector and the several stakeholders of the programme: EF, EU, ALI, Minjara Operator
  • Review monthly and interim partner’s narrative and financial reports and forecasts

 

Communication of the project:

  • Ensure that the project’s communication plan and materials adhere to the EU rules and regulations
  • Coordinate with EF communication department on all the activities conducted in the project
  • Arrange regular meetings with Minjara operator and the sector for project updates

 

 

 

Skills and competences:

 

  • Master degree in marketing, finance & economy or related fields
    • Strong teamwork and coordination;
    • Excellent interpersonal skills;
    • Strong capacity for work and autonomy, flexibility and organization, creativity;
    • Excellent writing skills;
    • Excellent command of written and spoken English and Arabic. French would be a plus.
    • Good knowledge of EU procedures;

 

Professional experiences:

 

  • 10 Years of professional experience in project implementation in an international cooperation context, NGO…
  • At least 5 years of project implementation in Lebanon, mostly in North Lebanon and Great Tripoli, preferably linked with EU.
  • Experiences on International cooperation projects where a value chains approach have been implemented.
