I. Overall project description and context

The EU-funded Project EU for Women Empowerment (EU4WE) is a 36 months’ projects (October 2019 - October 2022) aiming at promoting full and unconditional equality between men and women in Lebanon.

The specific purpose of EU4WE is to:

  1. Reduce gender-based violence through women empowerment
  2. Enhance existing institutional mechanisms working towards gender equality.

The following results are foreseen in order to reach the abovementioned purposes:

  • Result 1.1 (component 1): Entrepreneurial capacities of Lebanese women are enhanced (Women economic empowerment programme)
  • Result 1.2 (component 2): The legal mechanisms against gender-based violence's are enhanced (Legal capacity building on GBV of legal professionals)
  • Result 2.1 (component 3): Gender-oriented knowledge production and dissemination with the relevant stakeholders (Support to Gender Observatory and gender machineries)

 

This project is implemented and managed by Expertise France (EF). Expertise France is the French public agency for international technical assistance. The agency provides partner countries with knowledge, skills, and management expertise in:

  • Democratic, economic, and financial governance,
  • Stability, international security, and peace,
  • Sustainable development, climate, and agriculture,
  • Health and human development.

 

 

II. Mission’s objectives and tasks

1. Objectives of the mission:

 

Expertise France is looking for a psychologist to deliver capacity building /training sessions to groups of professional attorneys on Gender-Based Violence (GBV), particularly domestic violence, to assist the attorneys with understanding basic protection principles and protection matters, including but not limited to, the mental health of GBV/domestic violence survivors (women and children) and potential issues related to post-traumatic stress disorder( PTSD) and trauma, based on international best practices and standards. The objective of the overall training is to guide the selected attorneys with domestic violence case intake and survivors’ management throughout the legal process. The psychologist will be required to work with the Key Legal Expert, and Training Specialist for the creation and implementation of a module part of the capacity building program planned for enhancing the skills of attorneys representing GBV survivors before courts in Lebanon.

2. Mission’s tasks:

 

Under the supervision of the Team Leader and Key Legal Expert, the training psychologist/short term expert will:

  • Develop the training module for the attorney capacity-building program. The training module for a session of three (3) hours will explain the basis for international protection principles, with a focus on the mental health of women and children survivors of domestic violence and GBV. The curriculum will also address best practices and recommendations for communication guidelines; case intake and management (such as how to interview domestic violence survivors, guiding and assisting survivors through the legal process); explaining referrals pathways and existing options in Lebanon for protection and assistance (medical care, mental health, and psychosocial support, legal counseling and assistance, safe shelter, education and livelihood opportunities). The module should also provide real-life examples while respecting the confidentiality of all parties involved.
  • Deliver the module described above in (4) three-hour sessions to four different groups of attorneys, as instructed by the EU4WE Training Specialist, under the supervision of the EU4WE Team Lead and Key Legal Expert.
  • Coordinate with the EU4WE Training Specialist and Key Legal Expert for the delivery of training and for the review of the training curriculum and related materials by the EU4WE Team Lead and Key Legal Expert.  

3. Deliverables:

  • One module for a three-hour training and related materials (such as PPT presentation or other), before training delivery in Arabic.
  • A 6-8-page report summarizing the 4 training sessions, after completion of training, in English.

 

 

III. Requested Profile and Qualifications

  • Bachelor’s degree, at a minimum, in psychology and counseling.
  • A minimum of 4 years of professional experience of case management and/or psycho-social support to GBV survivors, including women and children.
  • Previous training expertise on GBV matters.
  • Excellent writing skills in English and Arabic.
  • Fluency in Arabic is required as well as professional working knowledge of English is required.

  • Total number of working days:  6 days (2 days for preparation/reporting and 4 days training)
  • Duration of the contract:  From May 12, 2021 until August 15, 2021.
