Social Worker

The Ministry of Social Affairs (MoSA) is seeking the services of “Social Workers” that will be recruited by “Expertise France” (EF) through “HR Works” consulting firm and selected based on a joint process between EF and MoSA.
 
The Social Workers will contribute to the implementation of "Qudra 2" programme in the following Social Development Centres (SDCs) of MoSA distributed across the Lebanese territory :

•     Sir El Dennieh
•     Choueifat
•     Baysour
•     Chhim
•     Chmestar
•     Majdal Anjar
•     Marjayoun
•     Tebnine
•     Doueir

 

The programme “Qudra– Resilience for Syrian refugees, IDPs, returnees and host communities in response to the protracted Syrian and Iraqi crises’” is a regional action financed by the EU Regional Trust Fund (Madad), the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Spanish Agency for International Development Cooperation (AECID). Qudra seeks to improve social stability between communities through a comprehensive approach of children and adults’ protection among Syrian refugees and Lebanese host communities. The first 3-year programme was launched and implemented between 2016 and 2019. Qudra 2 is another 3-year programme, with a continuation of activities, that seeks to strengthen the resilience of Syrian refugees, IDPs and host communities.

 Main Job Responsibilities:

  • Contribute to child protection case management and social follow-up with families in the SDCs, in addition to the early identification of cases of children exposed to violence, neglect, exploitation and abuse.
  • Refer children whose cases necessitate specific and specialized follow-up to the stakeholders according to their availability with full collaboration with the Ministry of Social Affairs (MoSA).
  • Contribute to supporting the implementation of the Standard Operating Procedures (SOPs) and case management services.
  • Follow up on child protection cases handled by MoSA in the context of the non-judicial pathway using the case management adopted tools.
  • Document cases using the standardised tools and using the child protection information management system.
  • Contribute to the implementation of additional tasks carried out by the SDCs.
  • Contribute to the development of a database of community-based preventive activities implemented in the SDC.
  • Complete and submit the monthly general and technical reports.
  • Attend the meetings of the relevant committees and coordination meetings with MoSA’s Units and the concerned external bodies, upon the request of the Head of the Divisions.
  • Coordinate with other SDC social workers on referrals.
  • Coordinate with the Child Protection area/Casa coordinator child protection for case management.

Qualifications and experience:

  • At least 3 years of experience in child protection and family mediation.
  • At least 3 years of experience in case management.
  • Adequate knowledge of international and national policy and legal documents related to Child Protection, including the Convention on the Rights of the Child, Law No. 422/2002 (Protection of Juveniles in Conflict with the Law and/or at Risk) and the SOPs in Lebanon.
  • Experience in Lebanese NGOs work and their contractual relationship with MoSA.

  • Communication, networking and coordination skills.
  • Respect for ethnic and cultural differences and the ability to deal with various social groups.
  • Experience in planning and organizing group activities.
  • Experience in dealing with difficult situations and the psychological stress resulting from them.
  • Compliance with MoSA’s regulations and maintaining confidentiality of information.
  • Ability to work under pressure and in emergency situations.
  • Willingness to work outside office hours in emergency situations when the need arises.
  • Proficiency in Microsoft Office.
