Background
Farah Social Foundation (FSF) is a national NGO implementing humanitarian and development programs across Lebanon. FSF aims to strengthen its Monitoring, Evaluation, Accountability, and Learning (MEAL) system to enhance program quality, accountability to affected populations, and evidence-based decision-making in line with donor and international standards.
Objective of the Consultancy
The objective of this consultancy is to:
- Review and upgrade FSF’s MEAL policy and related tools, and
- Provide structured coaching and hands-on support to ensure effective implementation of the updated MEAL framework across FSF programs.
Scope of Work
Phase 1: MEAL Policy Review and Upgrade (10 Working Days)
- Review FSF’s existing MEAL policy, tools, and procedures
- Assess alignment with donor requirements, Core Humanitarian Standard (CHS), and best practices
- Identify gaps related to implementation, roles, workflows, and documentation
- Update and finalize the MEAL policy, including:
- Roles and responsibilities
- Monitoring, evaluation, and learning processes
- Accountability to Affected Populations (AAP) mechanisms
- Feedback and complaints handling procedures
- Data management and reporting processes
- Develop and/or refine key MEAL templates and tools
Phase 2: Coaching and MEAL Implementation Support (10 Working Days)
- Deliver coaching sessions for FSF MEAL and program staff on:
- Operationalization of the MEAL policy
- Indicator tracking and reporting
- Data collection, analysis, and use for learning
- Accountability and feedback mechanisms
- Provide hands-on support through ongoing FSF projects
- Support the practical use and customization of MEAL tools and templates
- Provide recommendations for sustainable MEAL system implementation
Deliverables
- Updated and approved MEAL Policy
- Revised MEAL procedures and workflows
- Practical MEAL templates and tools
- Coaching materials and session summaries
- Final consultancy report with key findings and recommendations
Required Qualifications
- Proven experience in MEAL within humanitarian and development contexts
- Demonstrated experience in MEAL policy development and systems strengthening
- Strong knowledge of donor compliance, CHS, AAP, and protection mainstreaming
- Experience in coaching and capacity-building for NGO staff
- Experience working with local/national NGOs in Lebanon is an asset
Reporting and Coordination
The consultant will work closely with FSF management, MEAL team, and program teams and will report to FSF MEAL team.

Evaluation Criteria
Applications will be evaluated based on the following criteria:
- Technical proposal: 50%
- Financial proposal: 40%
- Previous relevant experience: 10%
