Financial Expert / (Consultant/ Company)

 

Background

 

FEMALE is seeking to enhance its internal financial management systems, strengthen the capacity of its finance team, and ensure the organization’s accountability and compliance with donor requirements and Lebanese laws. To achieve this, FEMALE will contract a Financial Expert/(Consultant oe company) to assess current financial structures, provide tailored training, and support the team in building robust and legally compliant financial processes.

Objective

 

The main objective of this consultancy is to support FEMALE’s Financial Department in improving financial management practices, developing staff capacity, and ensuring compliance with Lebanese fiscal regulations, including the Ministry of Finance (MoF) requirements related to taxation, reporting, and accounting and donor’s requirments.

Scope of Work

 

The consultant will be responsible for the following tasks:

 

  • Assess the financial health, capacity, and needs of FEMALE’s Financial Department.
  • Review existing systems, tools, and processes, including financial and procurement policies and forms and accounting software and reporting mechanisms.
  • Identify areas for improvement and recommend practical, sustainable, and legally compliant solutions.
  • Evaluate FEMALE’s financial practices in alignment with Lebanese tax law, MoF reporting standards, and NGO financial obligations.
  • Offer expert advice on financial modeling, budgeting, cost control, forecasting, and reporting.
  • Support FEMALE in integrating compliance with local tax obligations, social security (NSSF), VAT, and MoF requirements into its financial management framework.
  • Assist in developing internal systems that ensure timely submission of reports and tax declarations as required by Lebanese regulations.
  • Provide guidance on venture capital, fundraising, debt, and investment strategies where applicable.
  • Align all financial management systems with both organizational strategy, donor’s requirments, and local legal frameworks.

 

 

  • Design and deliver training sessions/workshops for FEMALE’s team on key financial management topics such as:
    • Financial reporting and accountability
    • Taxation and MoF compliance
    • Budget management and cost control
    • Internal controls and audit readiness
    • Financial and porcuremnt policies anf forms.
  • Provide one-on-one coaching and mentoring for finance team members over a period of 2-3 months (based on the need) to support them in developing and implementing improved financial processes and workflows that are compliant with Lebanese laws and donor’s requirments.
  • Provide input on optimizing and effectively using the organization’s accounting system to ensure accurate and transparent records.
  • Ensure FEMALE’s financial procedures adhere to both donor and national financial regulations.
  • Track progress against established objectives and provide periodic progress reports.
  • Evaluate the effectiveness of training and capacity-building efforts.
  • Provide a final report summarizing findings, actions taken, and recommendations for long-term improvement, including guidelines for ongoing compliance with Lebanese law and MoF procedures and donor’s requirments.

Deliverables

  • Initial financial and compliance assessment report.
  • Tailored training plan and materials.
  • Capacity-building workshops and one-on-one coaching sessions.
  • Updated financial and procurement policies documents with all relevant annexes.
  • Final report summarizing work progress, outcomes and recommendations for sustainable, compliant financial systems.

Duration

 

The consultancy will take place during the first 5 months of 2026, with the timeline to be agreed upon based on the consultant’s work plan and FEMALE’s priorities.

Qualifications

  • Advanced degree in Finance, Accounting, Business Administration, or a related field.
  • Minimum of 7–10 years of experience in financial management, consulting, or institutional capacity building.
  • Proven expertise in Lebanese financial laws, MoF regulations, Donors, international agencies, and international NGOs requirments, and NGO compliance frameworks.
  • Experience in training and developing financial systems for NGOs or similar organizations.
  • Strong knowledge of financial software and reporting tools.
