The consultant will provide hands-on support to the Ministry of Energy and Water in strengthening sector coordination during a critical period of transition from emergency response toward nationally led recovery and resilience. The consultant will be embedded closer to the Ministry, ensuring consistent presence in task force and working group meetings, documenting discussions, and following up on agreed actions. They will assist in preparing and consolidating input for advocacy briefs, policy notes, and presentations required for donors, partners, and parliamentary processes.
The consultant will support the Ministry in engaging effectively with stakeholders by liaising with municipalities, water establishments, humanitarian actors, and development partners, ensuring that inputs are captured, tracked, and reflected in coordination outputs. They will also help maintain donor request and action trackers, facilitate clearance processes, and support the packaging and dissemination of advocacy materials.
As part of the transition process, the consultant will contribute to the Ministry’s efforts to prepare for sector leadership handover by supporting quarterly reviews, workshops, and the documentation of key processes. This includes ensuring that deliverables such as briefing notes, thematic presentations, and donor engagement materials are consistently produced and aligned with the Ministry’s priorities.
Overall, the consultant’s role is to provide dedicated coordination and operational support, enabling the Ministry to focus on higher-level decision-making, strategic dialogue with donors, and the gradual transition of the WASH sector toward more sustainable, nationally owned systems.
The consultant will be expected to deliver the following outputs within the six-month period of the assignment. Deliverables will be reviewed and approved by UNICEF in consultation with the Ministry of Energy and Water.
- Task Force Coordination
- Support the organisation of the different Task forces by sending agenda/invitations/minutes taking action point trackers submitted monthly.
- Two quarterly coordination workshop reports prepared (Month 3 and Month 6).
- Advocacy and Donor Requests
- Donor request tracker established by Month 1 and updated monthly thereafter.
- Three advocacy briefs and sector infographics produced by Month 4.
- Full advocacy kit prepared and disseminated by Month 6.
- Presentations
- One pilot presentation and briefing note completed by Month 2.
- At least three thematic presentations and briefing notes developed between Months 3–5.
- Template library of standardized formats established and maintained throughout.
- Project Tracking, Documentation and Reporting
- Dashboard reviewed and finalized for Ministry validation by Month 1.
- Project tracking tool piloted by Month 3 and rolled out by Month 4.
- Two quarterly dashboard reports drafted (Month 3 and Month 6).
- Handover package (manuals, process notes, and capacity-building support) delivered by Month 6.
- Additional related tasks, as described above, may be required to ensure the effective delivery of this assignment.
