The consultant will undertake the following tasks:
- Conduct a Desk Review: Assess the current youth landscape, institutional capacities, and policy gaps in existing publications/ research.
- Stakeholder Mapping and Engagement: Identify and engage key actors including youth organizations, private sector representatives, ministries, municipalities, civil society, academia, and development partners.
- Establish Youth Strategy steering committee: Form a multi-stakeholder committee to guide strategy development and ensure alignment with national priorities.
- Launch National Youth Consultations: Design and implement inclusive consultations with youth (including youth with disability and young girls) across regions and backgrounds using town halls, digital platforms, surveys, and focus groups.
- Draft Strategy Pillars and Implementation Roadmap Co-develop strategic pillars (e.g., education, employment, health, civic engagement, digital inclusion) and a phased roadmap with short-, medium-, and long-term goals ensuring alignment with national plans.
- Align with Existing Platforms: Integrate MOYS digital portal to enhance outreach and feedback with other tools like Nahno Volunteers, and other existing platforms.
- Validation Meeting: Conduct a stakeholder workshop as validation meeting on the strategy
Develop Monitoring, Evaluation, and Learning (MEL) Framework: Include youth-led monitoring mechanisms, indicators, and feedback loops
Profile requirements
Minimum 8-10 years of responsible experience in development and youth work
• Solid background on policy making work, strategic planning, and development of action plans/monitoring frameworks
• Experience working with government ministries and international organizations.
• Strong experience with youth issues in general and in Lebanon in particular
• Strong facilitation and communication skills, especially with youth audiences
• Strong analytical skills, a team player, dedication to perform within a multi-disciplinary collaboration, and the capacity to communicate efficiently and coordinate within a wide spectrum of partners
• Fluency and good writing skills in English and Arabic
• Excellent computer skills in various applications especially word processing, power point
