Documentation and Policy Consultant

The consultant will provide technical support for the development of national clinical practice guidelines for neonatal intensive care, ensuring they are aligned with international standards and tailored to the Lebanese healthcare context. The guidelines will be developed in multiple user-friendly formats including a detailed reference document and a pocketbook version to facilitate accessibility and use. In addition, the consultant will design clinical algorithms for the most commonly encountered neonatal conditions in hospitals across the country.

In collaboration with the Ministry of Public Health (MoPH), the national newborn committee, and the technical working group, the consultant will:
•Review existing clinical guidelines related to neonatal care and identify areas requiring adaptation to the Lebanese context.
•Organize and document all expert meetings, workshops, and technical discussions relevant to the development and refinement of the guidelines.
•Systematically capture expert inputs, synthesizing recommendations, contextual reflections, and key priorities into a structured and comprehensive format.
•Draft the national clinical guidelines, ensuring they reflect expert insights, are technically sound, and are practically applicable in Lebanese neonatal care settings.
•Develop accompanying tools, including a pocketbook version of the guidelines and clinical decision-making algorithms.
•Coordinate stakeholder review processes, validating drafts and integrating feedback into finalized documents.
•Support and review the translation of both the full guidelines and the pocketbook to ensure accuracy, clarity, and consistency with the original content.
•Prepare and submit periodic progress reports and a final, consolidated version of the National Clinical Guidelines on Neonatal Intensive Care, capturing the full development process and agreed recommendations.

Advanced university degree in Medicine (MD), Public Health, Pediatrics, Neonatology, or a closely related medical field.
Experience:
•Minimum of 3 years of progressive experience in newborn and child health healthcare system strengthening, or related fields.
•Proven experience in developing clinical protocols, guidelines, and/or strategic health documentation.
•Experience in working with the Ministry of Public Health, academia, international organizations, or NGOs on health programs and policy development is highly desirable.
Technical Skills and Competencies:
•Deep understanding and knowledge of maternal and newborn health care standards, health systems, and policy frameworks.
•Strong skills in technical writing, health research, data analysis,
•Ability to translate complex discussions and information into clear, accessible policy documents and guidelines.
•Excellent writing, editing, and presentation skills in English; Arabic and/or French proficiency is an asset.
