Education Consultant - MFP - 8 months

The consultant will work under the leadership of the DG and in close coordination with MEHE’s senior consultants and education partners. Tasks include:

 

Policy Development & Systems Strengthening
Review and update policies on alternative and flexible pathways, ensuring a whole-of-system approach that addresses administrative, regulatory, and operational gaps.
Support the development of frameworks, SOPs, and accreditation mechanisms that strengthen the quality, cost-effectiveness, and inclusivity (gender- and disability-responsive) of NFE.
Provide policy briefs and technical guidance to inform MEHE’s strategic planning and overall sector engagement.
Information Management & Evidence
Support the design of a unified, comprehensive, and disaggregated information management system for tracking learner progression across pathways, including transition to and retention in formal education.
Work with MEHE data focal points to align reporting systems (e.g., School Information Management System - SIMS) and avoid duplication.
Ensure regular mapping and analysis of out-of-school children (OOSC), drop-outs, and learners in transition.
Technical and operational support & Implementation
Contribute to the review and redesign of existing NFE and catch-up programmes to better respond to OOSC needs.
Support the development and endorsement of SOPs for Dirasa and other alternative pathways.
Undertake field visits and surveys and share information with partners to assess progress and refer issues to relevant officials for resolution.
Report on critical issues, bottlenecks and potential problems for timely action.
Provide technical and operational support to MEHE departments and NGO partners, on the application and understanding of MEHE policies, strategies, processes and best practices.
Capture lessons learned and feed them into programme adjustments, ensuring flexibility and sustainability.
Coordination & Capacity Support
Strengthen MEHE’s leadership in coordinating the NFE/Multiple Flexible Pathways (MFP) taskforce and related education sector platforms.
Draft and contribute to MEHE’s annual work plan (AWP) components on MFP/NFE.
Provide coaching and capacity-building support for selected MEHE civil servants to manage MFP/NFE programmes.
Build and sustain effective close working partnerships with counterparts through active sharing of information and knowledge.
Advisory & Strategic Engagement
Provide recommendations to reinforce MEHE’s leadership in national education responses and advocacy.
Prepare short technical notes and talking points for the DG as needed.
Ensure coherence between MFP initiatives and other cross-sectoral priorities (child protection, health, livelihoods).
Support communication with education partners and stakeholders, ensuring alignment with MEHE strategies.
Draft communication and information materials for advocacy and support fundraising for education needs.

Profile & Requirements

Education: Bachelor’s degree in education, Social Sciences, Public Policy, or related field.

Language: Excellent command of English and Arabic. Knowledge of French is an asset.

Experience and Skills:

Minimum of 4 years relevant experience in Education with UN agencies and/or

NGOs. Field and emergency experience are an advantage.

Experience in organizing and conducting training activities and information campaigns on education.
Strong knowledge of MS Office suite and advanced skills in Excel and databases.
Ability to present information in clear tables, charts, and graphs.
Strong written and verbal communication skills.
High level of organizational and analytical skills .
