Minimum of 8 years of relevant financial, technical, and operational management experience.
A Bachelor's degree in finance or accounting is required. An MBA (or current enrollment in one) is a merit. At least 2 years of experience with the Ministry of Education is an advantage.
- Assist REOs and schools in their financial management and budgeting process through day-to-day operational guidance and through the development and refinement of existing financial management circulars, templates, and tools.
- Produce yearly circulars on improvements of financial management system and operational procedure with clear design, implementation and communication actionable recommendations shared with the DG and IST senior members.
- Advise the Director General on the proper financial management system for TREF implementation for Window I and Window II and conduct relevant financial analysis relevant for TREF narrative and reporting requirements.
- Review data received from the MEHE ICT on teachers’ hours in a consistent and efficient manner. Verify and reconcile the payment data ensuring accuracy by checking sources, making necessary calculations, and assuring inclusion of all relevant data. The reconciliation of the payment amount should also consider the over payments for each teacher from previous payment terms.
- Prepare the cover letter for the payments to be made in that quarter. The cover letter should include the total number of teachers and amount of the payment and explanation about what the payment is about.
- Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other financial data for day-to-day transactions, and report preparation and audit purpose for TREF as required.
- Initiates correspondence to verify data, answers query and obtains additional information on financial transactions, as required for payments to teachers under TREF.
- Work with the MEHE call center to address any complaints regarding the payments for special contract teachers.
- Assist MEHE, School and REOs during the TREF external audit by providing the necessary supporting documents, audit evidence as well as explanations to the external auditors.
- Support preparatory work for the SMB meetings in close collaboration with other IST members.
- Perform any other duties within the scope of this TOR that deem necessary and as requested by the DG.
