Focal Point - Lebanon 12 month project renewable

the incumbent will carry out the following functions: MoSA-WFP work plans design and monitoring • Act as MosA main focal point to coordinate with, monitor and follow-up on WFP interventions linked with MoSA at the technical level; • Identify opportunity and gaps in current WFP-MoSA collaboration and make necessary recommendations and adjustments when needed; • Support the elaboration of MoSA-WFP yearly work plans; • Lead on the monitoring of progress of MoSA-WFP yearly work plans and make necessary recommendations and ajustments; • Ensure interventions set in MoSA-WFP work plans are delivered on a timely fashion and in a transparent manner; • Convene, organize, moderate and report on technical committee meeting about MosAWFP work plans; • Identify, reach out and liaise with all governmental institutions whose involvment into of the MoSA-WFP work plans delivery are relevant and necessary to their completion and ensure alignment vis-à-vis the national social protection strategy ; • Update and brief on a regular basis the Minister of Social Affairs and any other relevant governmental authority about the progress and advancement of MoSA-WFP work plans ; • Ensure proper liaison with field implementation and monitoring of the activities to capture feed-back loop linked with the roll-out of the activities captured in the MoSA-WFP workplan (link with Ministry field visits, key donors, etc). ESSN/NPTP Due-Diligence leading to integrated social assistance programmes and systems in Lebanon • Oversee and coordinate ESSN/NPTP due-diligence at the technical level for the Government, with specific attention to be dedicated to the alignment of various databased in place and targeting systems towards an integration of social assistance programmes and systems; • Ensure that the Governement stewardship of the due-diligence exercise leading to a clear roadmap on social assistance programmes and systems integrations is safeguarded at all time; • Convene, organize, moderate and report on due-diligence technical committee meetings with relavant experts from MosA, PCM, WFP, WB and all other relevant national and international organizations who leads programmes along with MoSA.; • Provide with feedbacks on the due-diligence exercise and make necessary adjustments when needed to ensure a comprehensive roadmap towards the integrated social assistance programmes and systems; 3 • Provide with technical support on legal and governance components of the due diligence and its roadamp; • Support organizational design and definition of roles and responsibilities in the due diligence exerice for the GoL; • Ensure the due-diligence assessment is delivered on a timely and transparent manner; • Identify, reach out and liaise with all governmental institutions whose adherence and participation to the due-diligence exercise are relevant and necessary to its completion and sucess; • Update and brief, upon MoSA Minister’s request, MoSA external partners about the progress and advancement of the due-diligence exercise and its roadmap towards the integrated social assistance programmes and systems. Strategic Communication & Change Management • Support the design, development, delivery and management of key communications related to the integration of social assistance programmes and systems comprising WFPMoSA collaboration ; • Identify and manage anticipated and persistent resistance to MoSA-WFP collaboration or the due-diligence exercise/roadmap to integration of social assistance programmes and systems from social assistance stakeholders; • Advocacy towards the various Social Protetion / social safety net stakeholders being in country/or key capitals to build proper joint roadmap on the integrated social assistance system with the international community.

Advanced university degree (Master’s or equivalent) in public administration, economics,
social policy, change management, political science, international development or
international relations (or a related field along with relevant experience).
Experience
• At least seven (10) years of progressively responsible professional experience in the social
sector for Lebanese Public Institutions;
• Proven expertise in the area of designing, managing or monitoring large scale social assistance;
• Proven experience with International Financial Institutions (IFIs) especially with the World
Bank, UN agencies, and social assistance donors in designing and managing Social Protection
programmes;
• Previous experience in change management would be highly advantageous;

• Relevant experience in policy analysis, development and implementation, including advocacy;
• Extended experience in dealing with high level government officials and development partners
in the context of policy advice and programme support;
• Experience in the coordination of multiple stakeholders and institutions;
• Previous experience in team management;
• Exceptional communication skills, both written and verbal;
• Excellent active listening skills;
• Ability to clearly articulate messages to a variety of audiences;
• Ability to establish and maintain strong relationships;
• Ability to influence others and move toward a common vision or goal;
